<br />N. CITIZEN COMMENTS <br />Bwayne Smotherson, 1243 Purdue Ave. <br />Mr. Smotherson would like to know what the City’s policy and responsibility was into hiring <br />minority contractors or hiring a diverse minority contracting company. What he noticed when <br />he was sitting on his front porch was a crew repairing sidewalks that was not very diverse. <br />Mayor Welsch asked City Manager Mr. Walker to contact Mr. Smotherson on the City’s policy. <br /> <br />Marva Miller, <br />Ms. Miller congratulated Lehman Walker. She asked if the City requested a state or county <br />resolution recognizing him as the first African American City Manager of University City. Ms. <br />Miller noted that it is very important for African American youths to see that there are African <br />Americans taking on prestigious positions. <br /> <br />Jim Adams, 7034 Waterman Ave. <br />Mr. Adams noted that he was one signing a petition that the City only buy their uniforms from <br />companies that do not violate basic human rights and basic social justice by operating sweat <br />shops. He had hoped the Council would sign a resolution to adopt this policy. The other <br />signatures on the petition introduced themselves. <br /> <br />O. COUNCIL COMMENTS <br />Mr. Sharpe spoke of the Missouri Municipal League Conference in St. Charles, Missouri, and <br />encouraged all Councilmembers to avail themselves of the opportunity to attend. Mr. Sharpe <br />congratulated Mr. Mulligan for his election to the Missouri Municipal Attorneys’ Association. Mr. <br />Sharpe also reminded everyone of the Police Focus Group meeting at the Community Center. <br /> <br />Mr. Price reported that it has been a smooth two weeks at the high school. Secondly he <br />wanted to note that he is very concern about separation of employees from the City due to the <br />projected FY 12 budget deficit. He had hoped that the City does not try to fix the problem on <br />the backs of the employees. Since most of the City’s money comes from sales tax, which is <br />going down, and expenses continue to rise A fix to the City’s fiscal issue is not in laying off <br />people but rather the issue is coming to the public and say if you want these services, this is <br />how much it costs. <br /> <br />Ms. Ricci passed out her notes and asked that they be incorporated into the record. She would <br />like for the City to explore using the library as a repository for any of the studies completed for <br />the City as the Fleet Study, IT Analysis, Budget, Plan Commission, etc. Ms. Ricci suggested <br />that the person sending information on the sweatshops needs to identify a contact person. On <br />the minority contracts there is a policy to focus on minorities and women located in Municipal <br />Code 2.58. Ms. Ricci stated that Mr. Walker provided Council with an actual comparison on the <br />budget showing how off the projections have been. Last year it was almost 10 million dollars <br />short on revenue and $700,000 short on expenses.
