M. NEW BUSINESS
RESOLUTIONS
1.
Resolution 2010 – 13 Resolution in support of the Property Assessed Clean Energy
(PACE) program.

Mr. Price moved to adopt Resolution 2010 – 13, was seconded by Mr. Crow and
passed unanimously.

Ms. Ricci said this is a program that will allow anyone, like herself, to make energy
improvements to her home through a loan from a governing body with reasonable
interest rate and it goes on your tax bill to be paid over the next twenty years. Since
it is program to which anyone could avail themselves to, she moved to change
programs to program. Mr. Kraft seconded the motion and the amendment was
approved.

Mr. Glickert stated he would not vote for this due to questions brought up as if there
was a liability to the City for bonds that would have to be raised and secondly who
would administer this program locally. He has since found out that the County will
administer this program along with the bonds. Mr. Glickert said this program is a long
way off.

Mr. Price stated that one did not have to participate in it and to him that is democracy.

The vote to adopt Resolution 2010 – 13 with the amendment of deleting the (s) off of
programs was unanimous.

2.
Resolution 2010 – 14 Resolution authorizing the preparation of a Joint Development
Zoning Overlay District for the Olive/I-170 area.
Mr. Crow moved to adopt resolution 2010 – 14, seconded by Mr. Sharp and carried
unanimously.

3.
Resolution 2010 – 15 Resolution in Support of Grant’s Farm to the National Park
Service (NPS)
Mr. Price moved to adopt resolution 2010 – 15, seconded by Mr. Sharpe and carried
unanimously.

BILLS
Ms. Ricci introduced
4.
BILL 9085 – An ordinance repealing ordinance number 6816, and enacting in lieu
thereof a new ordinance relating to the City Attorney.

Mr. Glickert introduced
5.
BILL 9086 - An ordinance repealing ordinance number 6810, approving the first
amendment to the Redevelopment Agreement for the Kingsland Walk
Redevelopment area, and authorizing certain actions by City Officials.

Mr. Kraft introduced
6.
BILL 9087 - An ordinance fixing the compensation to be paid to City Officials and
Employees as enumerated herein from and after its passage, and repealing
ordinance No. 6791.

5
