Mr. Price reiterated comments he made at the last Council meeting. In his opinion
we cannot put the City on a sound foundation by thinking we can just eliminate
positions and people. This is not a fix for the City’s fiscal issues. Mr. Price stated
that he would like to vote on a tax increase with sound advice and not emotional
rhetoric. The way he sees this resolution is an elimination of positions not based on
proactive activity by Council going to the Public to generate revenue in a sound
manor but there is a philosophy, get lean and you will do better. Mr. Price cannot see
reducing the already low acceptable levels. He gave an example of reducing Public
Works from forty people to ten people and he could not see how they could still do
the good service they are presently doing. He noted that Ward three has problems
with illegal dumping and if you reduce Public Works that handle this so the time lines
are bad enough but with reductions they even get longer. Mr. Price said the next
time someone comes to him to “just say no” he is going to have to figure out if they
mean his kid can’t have no books at school, are they going to cut routes so they can’t
go anywhere like Metro. Mr. Price stated he is looking at the action work “eliminate”
mentioned five times in the resolution. Public Relation has been eliminated and the
City has no way of getting messages out to the masses. Mr. Price stated that he
disagrees with this resolution and will continue to disagree with elimination until this
body tells the truth that they need everyone to help. The City can’t eliminate
everyone and there will be no one to lets us in City Hall’s door.

Ms. Ricci stated that a 1.5 million dollar deficit budget was just passed and gave
employees raises, passed an extra holiday at Thanksgiving, gave a monetary gift to
the MML, cell phones issued to people who have desk jobs and the list goes on.
Something has to be done. Budgeting and expensing needs to be discussed
globally. Mr. Walker has identified three hundred thousand dollars in spending that
the City can save which is one step in the right direction. Ms. Ricci encouraged
everyone to continue in the upcoming budget discussions upcoming.

Mr. Crow’s question is of the City Manager in that the eliminations in the budget
amendment resolution have already occurred and Mr. Walker agreed.

Mr. Sharpe moved to adopt resolution 2010 – 14, seconded by Mr. Glickert and
carried by a majority with Mr. Price voting Nay.

BILLS
INTRODUCED BY Mr. Glickert
1.
BILL 9088 – An ordinance amending chapter 10.48 of the University City Municipal
code, relating to parking meters, by repealing section 10.48.030 and 10.48.040,
thereof, relating to parking meter zones and parking time limits, and enacting in lieu
thereof new section to be known as “section 10.48.030 and 10.48.040 parking meters
zones and parking time limits” thereby amending said sections so as to redesignate
parking meter zones; containing a saving clause and providing a penalty

INTRODUCED BY Mr. Price
2.
BILL 9089 - An ordinance ordering the levy and fixing the rate of property taxes to be
collected in the City of University City for the year 2010 to provide for General
Revenue, Police, and Firefighter Retirement, General Obligation Bond Debt Service,

5
