<br />and for the University City Loop Special Business District and the Parkview Garden <br />Special Taxing District <br /> <br />INTRODUCED by Mr. Price <br />3. <br />BILL 9090 - An ordinance ordering the levy and fixing the rate of property taxes to be <br />collected in the City of University City for the year 2010 to provide for the <br />establishment and maintenance of a free public library and reading room. <br /> <br />Added Agenda Item in lieu of an Executive Session <br />Mr. Walker stated that the City Attorney sent a request late Friday of a request from the <br />Missouri Municipal League (MML) basically asking that each municipality participating in <br />Ameren UE rate case to contribute up to one percent of their annual bill which would be <br />$6400. Mr. Walker would recommend the Council provide a resolution providing the <br />MML the one percent they are requesting from them to pursue the rates charged by <br />Ameren UE which could result in savings to the City. Mayor Welsch noted there was a <br />request for U City to take the lead and Mr. Walker noted that he did not see any benefit <br />in the City taking the lead. All municipalities participating in this would receive the same <br />benefit. <br /> <br />Mayor Welsch asked for the sense of the Council in providing the funding requested by <br />MML. <br /> <br />Ms. Ricci stated that she thought Mr. Walker supported giving the MML the money but <br />she did not. She noted that she is done for awhile with the Municipal League. <br /> <br />Mr. Glickert supported what Mr. Walker said. He again was concern in the timing of <br />when the material is received by Council. <br /> <br />Mr. Sharpe is in favor of Mr. Walker’s proposal. <br /> <br />Mayor Welsch said a resolution will be presented at the next meeting for acceptance of <br />giving the MML the requested $6400. <br /> <br />N. CITIZEN COMMENTS <br />Marva Miller, 1224 Fairview Ave. <br />Ms. Miller was in total opposition to the resolution if for any reasons positions will be cut in the <br />City government. She predicted in April 2010, there would be many cuts to City positions and <br />services. She asked that before any more positions are cut that the City thoroughly review the <br />sentiments of the constituents and they get a thorough understanding of where cuts can me <br />made without it being a job position. Ms. Miller stated that the City needs to thoroughly <br />consider what the impact would be to the residents and the City services and the constituents <br />that reside in the City. She said that we are headed for severe cuts nationally and at the state <br />level and she asks the Council to have compassion for the citizens and the workers and <br />truthfully explain what is at stake. <br /> <br />O. COUNCIL COMMENTS <br />Mr. Price question to the City Attorney asked if the one year limit is a State law or something <br />that U City created, <br /> <br /> <br /> 6 <br /> <br />
