<br />Mr. Mulligan said the drug house ordinance is modeled after state law and there is a one year <br />limit on it. With respect to the other ordinance is something created by U City and simply took <br />the one year limit that was in the drug house law and applied it to that. Mr. Price noted that in <br />the July 5, 2010, National League of Cities publication talk about St. Paul Minnesota talk about <br />preserve investing in their youth in Learning During Out of School Time and asked the City <br />Clerk to follow-up with finding more information about it. Lastly, Mr. Price asked the City <br />Manager to follow-up with the Army Corp of Engineer project to find out the second piece which <br />showed the next properties were that were tremendously affected by the flood. <br /> <br />Mr. Glickert noted that on September 9, Councilmember Ricci, Mayor Welsch and himself met <br />with Wilson Ave. residents and an impressive number of residents showed up. The meeting <br />was to talk about the next steps as far as the buy-out is concerned and tonight the City took the <br />first step and thanked the Council for that is it is Ms. Ricci and his ward. He also thank SEMA, <br />FEMA, the Federal elected officials that helped, County Council members and most importantly <br />the Wilson Ave residents for their perseverance and patience. <br /> <br />Mr. Sharpe reminded everyone to get vaccinated for the flu season. He talked about the <br />Missouri Municipal League Conference in St. Charles and encouraged Council to attend events <br />that they have as it is an excellent opportunity for learning and meeting like professionals. Mr. <br />Sharpe noted that everyone comes back with different things they picked up and learned. <br /> <br />Mr. Crow offered his thanks and appreciation to Mr. Price for his persistence to continue to <br />follow up on the Wilson Ave buyout. He also noted the emails and calls he receives on the <br />noise problem in Ames Place and Rosedale Heights but the police are not receiving any <br />complaints. He felt there was some sort of disconnect and asked that more contact be made <br />throughout the neighborhood and prevent problems up front before they escalate too far. This <br />also brings up the issue of farther cooperation with the Washington University police. Mr. Crow <br />also said he had received calls on reducing hours or closing the golf driving range and would <br />like an update. He noted that he did not support it in the beginning but neighbors have said <br />that it has been a success and a revenue producer. <br /> <br />Ms. Ricci thanked the City Clerk Ms. Pumm for the information she provided Council from the <br />seminars she attended at the MML Conference. She looked forward to Mr. Sharpe educating <br />them with what he gained from the MML Conference. Ms. Ricci said that she has the FY 11 <br />budget in an Excel spreadsheet and if anyone would like it she could email it to them. She is <br />very happy to see Wilson move along and said that a discussion will be needed for the other <br />flood victims <br /> <br />Mayor Welsch noted the Library is having a public session to gather input of what residents <br />would like in a new Library Director.
