<br />involved in things like this. Ms. Cox would like to see the City create a youth leadership board. <br />This board would do community service projects to help the City and the School District. It <br />would help the young students to have a voice and to get involved with the City and would also <br />allow the adults to connect with the youth. Ms. Cox was aware of the task force that was being <br />set up but she said this Board could be set up immediately and begin to function. She also <br />believed that this Board will consists of young leaders and encourage more young to get <br />involved. <br /> <br />Tom Sullivan, 751 Syracuse <br />Mr. Sullivan had a lot of questions on the Solid Waste Management that will be discussed in the <br />Council’s next Study session. He had hoped the City management would have some answers <br />to the questions at this session. Mr. Sullivan stated that the City had $2 million dollars in <br />uncollected trash bills and this summer that figure went down to $1.6 million and when he <br />asked how much of this reduction is money in the bank and nobody seemed to know. Other <br />information that he thought would be good to know is how much has been billed for March and <br />how much has actually been collected. It is his understanding that payments made now will <br />apply to past due account balances rather than to pay the present charge. Mr. Sullivan noted <br />the Washington Missourian headline was Council may ask voters to approve higher trash rate. <br />He also noted that their smaller community charged $7.00 a month for pick-up and $4.25 for <br />seniors. <br /> <br />Lela Fitch, 1404 Partridge <br />Ms. Fitch was present as a citizen and a former City employee as a Purchasing Specialist. She <br />noted that she initiated an on-line auction which netted the City over $100,000 yet her position <br />was eliminated. She was present to find out why the difference in the severance packages <br />offered the employees. Ms. Fitch said the City did not follow the order of layoffs which did not <br />consider seniority. She has a lawyer who hand delivered two letters and she has never <br />received a response. Ms. Fitch felt there were disparities in her treatment and deserves a <br />response to her questions. <br /> <br />I. PUBLIC HEARINGS <br /> <br />J. CONSENT AGENDA <br /> <br />K. CITY MANAGER’S REPORT <br />1. <br />The Olive Boulevard Streetscape Improvements Project Phase III – engineering design. Mr. <br />Walker stated the Missouri Department of Transportation changed the scope of this project <br />by requiring construction of sidewalks and curb ramps on Olive from Eastover to <br />Pennsylvania Ave. to make them ADA compliant and also modification of existing <br />pedestrian street lights to lower consumption of energy. The City’s share of the cost is <br />$16,369.63 and the Federal share is $61,580.98. The Change Order was recommended by <br />staff. <br /> <br />Mr. Glickert moved for approval, seconded by Mr. Sharpe and carried unanimously. <br /> <br />2. <br />Delmar Loop Streetscape Project Phase II – Construction of ADA ramps Change Order #1. <br />Mr. Walker noted that the Missouri Department of Transportation is requiring the City to add <br />the construction of an ADA curb ramp in all intersections from Kingsland Ave. to Limit. <br />Approval was recommended. <br /> <br /> <br /> 2 <br /> <br />
