If the company <br />would want to continue to sell their clothing they would agree to appropriate wages <br />and conditions. <br /> <br />Mr. Crow moved to adopt Resolution 2010 – 20 and was seconded by Mr. Kraft. <br /> <br />The vote to adopt Resolution 2010 – 120 carried unanimously. <br /> <br />BILLS <br />INTRODUCED BY Mr. Glickert <br />1. <br />BILL 9091 – An ordinance creating a commission to be known as the University City <br />Commission on Human Relations to consist of nine members to be appointed by the <br />City Council and who shall serve without compensation. <br /> <br />Mayor Welsch noted that this commission was previously set up in 1960 but she <br />could not find any records of appointments since 1991 and could not find any reason <br />or record of why the commission stopped. Working with the previous ordinance, the <br />language was updated and re-introduced so the Council can re-staff the <br />commission. <br /> <br />O. CITIZEN COMMENTS <br />Paulette Carr, 7901 Gannon <br />Ms. Carr asked how the problem of unpaid trash bills will be resolved. There are two problems, <br />how to collect past due accounts and how to best collect future funds to eliminate or reduce <br />non-payment. She stated the amount of money the City fails to collect, continues to increase. <br />Ms. Carr said that the Council or the citizens are not given the information as the Finance <br />Director cannot provide a simple ledger of what was billed in March 2010; how much was <br />collected in June 2010; how much was applied to the March bills; and how much was applied to <br />the over-due bills. Overdue bills are not reported to Council until they are 18 months in arrears. <br />She asked the Council to ask Mr. Walker to instruct Ms. Watson to have that information <br />available at the next study session on solid waste. Ms. Carr said that the City cannot ask their <br />citizens to pay more in taxes or by bond issues until these matters are cleaned up on the <br />books. She reminded Council of the bond issue votes needed and of past failures. <br /> <br />Elsie Glickert, 6712 Etzel (Ms. Paulette Carr spoke in place of her) <br />Ms. Glickert stated that an uncollected trash bill was first uncovered ten years ago by a home <br />purchaser who was presented with a $5,000 trash bill from the previous owner. It was <br />discovered at this time that the City had over $100,000 in unpaid trash bills each year and the <br />City never did anything to collect. Then Ms. Glickert stated that the $100,000/year has grown <br />to $2 million dollars. As of 2010 she said that, 1,057 property owners have not paid in 35 <br />years; 32 have not paid in 20 to 30 years; and 74 others have not paid in 10 to 20 years. <br /> <br />Ceclia Zappa, 6801 Delmar <br />Ms. Zappa is a graduate student at Washington University studying social work and economic <br />development. She was here to explain the new endeavor they have going on in the Community <br />Development Department that stemmed from the economic development projects she has been <br />working on, the “Entrepreneur Development Forum.” It is for all entrepreneurs in all stages of <br />planning and implementation.
