<br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br />EXECUTIVE SESSION, <br />October 4, 2010 <br />Council approved to make these minutes Public Record, December 13, 2010 <br /> <br /> <br />The Council’s Executive Session according to RSMO 610.021 (1) and (3) Legal and <br />Personnel, second floor conference room of City Hall, 6801 Delmar, on Monday, <br />October 4, 2010, was called to order by Mayor Shelley Welsch at 8:00 p.m. In addition <br />to Mayor Welsch, the following members of the Council were present: <br /> Mr. Michael Glickert <br /> Mr. Terry Crow <br /> Mr. Arthur Sharpe, Jr. <br /> Ms. Lynn Ricci <br /> Mr. Stephen Kraft <br /> Mr. Byron Price <br /> <br />Also in attendance were City Manager Lehman Walker and City Attorney John Mulligan. <br /> <br />The Executive Session was called by Mr. Sharpe and Mr. Price. Mr. Sharpe stated he <br />felt the matter was concerned the integrity of the computer network system. There was <br />not a previous agenda supplied to Council. <br /> <br />Mr. Crow took the lead noting that the integrity of the IT system was being compromised <br />and passed out a letter sent by IT Director Leisha Meine to Councilmembers Terry <br />Crow, Arthur Sharpe and Byron Price on Tuesday, September 28, 2010, and was not <br />shared with other members of the Council. (Letter is attached at the end of these <br />minutes) Mayor Welsch, Councilmembers, Glickert, Kraft and Ricci had not seen this <br />letter prior to this meeting. The letter made several accusations all of which Ms. Meine <br />said could compromise the integrity of the City’s network. She also made reference to <br />the hostile work environment. <br /> <br />City Manager Mr. Walker gave an account of events taking place in reference to the <br />City’s IT Department and to the actions of IT Director Ms. Meine. Mr. Walker read a <br />portion of the City’s IT Agreement of which all City employees were required to sign <br />upon employment. Mr. Walker stated that the policy is clear that the City computers can <br />be reviewed by the administration. <br /> <br />For additional legal clarification, the City Attorney Mr. Mulligan clarified that the City <br />Manager has complete authority for the hiring or removal of City staff and is over all <br />administrative functions. Mr. Walker stated he has full access to all of the City’s <br />computers. <br /> <br />Ms. Ricci and Mr. Kraft asked Councilmembers Price, Sharp and Crow if they could <br />provide the documents that allegedly compromised the City’s system. Nothing was <br />provided. Ms. Ricci asked for a report of what systems were monitored by Ms. Meine. <br /> <br /> <br /> <br />
