UNIVERSITY CITY AND CITY OF OLIVETTE I-170/OLIVE JOINT REDEVELOPMENT TASK FORCE MEETING MINUTES JULY 7, 2010 The University City and the City of Olivette I-170/Olive Joint Redevelopment Task Force met on July 7, 2010, at 7:00 PM in the Centennial Commons Board Room at the University City Centennial Commons located at Heman Park, addressed as 7210 Olive Boulevard, University City, Missouri. 1. ROLL CALL: On roll call, the following members were present: University City Task Force members: Nova Felton, Marc Jacob, Rod Jennings, and Mayor Shelly Welsch. City of Olivette Task Force members: J. Gregory Carl, Lance Finland, and Council Member Jean Antoine. Also in attendance: University City staff member: Acting Director of Community Development Andrea Riganti. Olivette staff members: City Manager T. Michael McDowell and Planning and Zoning Administrator Carlos Trejo. Other attendees: University City Economic Development Commission Member Stacy Clay and University City resident Tom Bloomfield. 2.MEETING MINUTES Mr. Jennings motioned to approve the meeting minutes for the May 5, 2010, and June 2, 2010, meetings. Mr. Carl seconded. On a voice vote, the motion passed unanimously, 7 to 0. 3. OVERVIEW OF DRAFT DEVELOPMENT PRINCIPLES The Task Force reviewed and discussed the latest draft of redevelopment principles. Discussion ensued over the sub-bullet point regarding ensuring the development is walkable. Discussion included having redevelopment that is congruent with broader transportation and accessibility options, including the Great Rivers Greenway, Metro bus and Metro Link expansion, possible location of a park-n- ride, and addresses accessibility obstacles for all individuals. There was a consensus among Task Force members to ensure the development was encouraged to be consistent with good Transit Oriented Development principles. The Task Force had a brief discussion regarding the redevelopment area boundaries. Mr. Trejo noted that the Task Force should set aside a meeting to focus on a discussion regarding consideration of establishing redevelopment boundaries. 4. CONTINUED DISCUSSION REGARDING THE URBAN LAND INSTITUTE TECHNICAL ASSISTANCE PANEL The Task Force discussed the utilization of the ULI Technical Assistance Panels. There was concern regarding the amount of follow-up questions that would be allowed. 5. CONTINUED DISCUSSION REGARDING THE JOINT OVERLAY DISTRICT The Task Force discussed the time line that the temporary overlay district would be applied. There was a general consensus that the temporary overlay should not exceed a period of one year. Several corrections were noted in the draft overlay district ordinance that was not consistent with the current Redevelopment Principles. This included encouraging LEED certification. Discussion ensued over revisions that were prepared by Mr. Carl.
