Session 1744 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />January 25, 1999 <br /> <br />At a special meeting of the City Council of University City held in the E.O.C. room, <br />basement level of City Hall on Monday, at 6:07 p.m., the following members of the Council <br />were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Wayne I. Munkel <br />Mr. Robert Wagner <br />Mr. Larry Lieberman <br />Mr. Paul Schoomer <br />Mr. Arthur Sharpe, Jr. <br /> <br />ABSENT: Mayor Joseph L. Adams was excused. Also present was City Manager Frank <br />Ollendorff. <br /> <br />Mr. Schoomer moved the appointment of Mr. Wagner as Mayor Pro Tem for this meeting. <br />Mr. Sharpe seconded the motion, which carried unanimously. <br /> <br />Mayor Pro Tem Wagner opened the meeting. <br /> <br />The purpose of the meeting was to hear testimony and concerns of the Historic <br />Neighborhood Association (HNA), represented by Steve Littlefield and David Smith in <br />regards to the lack of economic impact of the impending MetroLink expansion through <br />University City. <br /> <br />Basically, Mr. Litt~,efield and Mr. Smith wanted the Council to know that they had <br />thoroughly studied the socioeconomic report from the Parsons Group, and their findings <br />indicated that since there were no economic impact in University City, there would be <br />significantly lower monies available for the engineering and underground construction that <br />University City wanted for our leg of MetroLink. Mr. Littlefield stated that economic <br />development was being utilized as the measure to determine design and development <br />features and the HNA's concern was that we would not get as much money, since we do <br />not have any ecor~omic impact. <br /> <br />Mr. Ollendorff stated that there was no economic impact because we did not want any <br />economic impact. This economic study will not determine whether the track goes <br />underground. <br /> <br /> <br />
