CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br /> <br />Richard Dockett, 6844 Crest Ave <br />Mr. Dockett asked for fruit trees to be planted all over as trees of life in memory of children <br />lost to violence. <br /> <br />Tom Sullivan, 751 Syracuse <br />Mr. Sullivan noted that MSD was created for a regional approach for the flooding problems. <br />He said a recent meeting at the Heman Park Community Center was called to discuss the <br />flooding problems caused by River des Peres. Mr. Sullivan said a meeting was called in <br />1988 to discuss the same problem and nothing has been done. Mr. Sullivan said he has <br />been unable to get information from anyone at City Hall on delinquent trash bills. He could <br />not understand how if there are hundreds of thousands of dollars delinquent every year, <br />the total delinquent amounts go down. Mr. Sullivan stated he would file a complaint with <br />the Ethics Commission against Mr. Kraft and recommended he get a lawyer as he will <br />need one. <br /> <br />Holston Black, 1336 Mendell Dr. <br />Mr. Black looked for ways to get more from the LOOP. He suggested a dock or bridge <br />from City Hall to the City limits; adding more restaurants, vendors and kiosks. Mr. Black <br />noted that stimulus money is still available. <br /> <br />Edward McCarthy, 7101 Princeton Ave. <br />Mr. McCarthy stated he had talked to the County Library about the possibility of turning <br />University City Library over to the St. Louis County Library system. He said because Linda <br />Ballard is retiring this would be an opportune time to do this. They would take over the <br />operation but the City would still own the building resulting in the tax rate going down eight <br />cents; or have the County take over the entire library resulting in a reduction of the citizens’ <br />tax rates while collecting rent from the County for using the City’s building. Mr. McCarthy <br />asked the City Manager to talk to the County Library system. <br /> <br /> <br />I.
