Until such time that a redevelopment plan has <br />been adopted by both communities, new development can occur in this area as long as it <br />conforms to the zoning and other regulations of the respective communities and it can be <br />contrary to the joint redevelopment principles. A Joint Development Zoning Overlay <br />District, JDZOD, is one mechanism to address this possibility. The properties involved are <br />those that access Olive Street Rd between McKnight Rd in University City on the east to <br />North Price Rd in Olivette on the west. There are no single family properties affected by <br />this; the only residential properties included in this area are the apartments in the cul-de- <br />sac on Olive just east of I-170. <br /> <br />CITIZEN COMMENTS <br />Howard Granok, 8645 Richard Ct <br />Mr. Granok said that several years ago the Post reported that Target or some large retail <br />store was looking at property around Jeffrey Plaza. He wondered what affect this zoning <br />ordinance would have on that type of commercial development. <br /> <br />City Manager Mr. Walker said there were no proposals for that particular area as this <br />proposed overlay of the District provides the opportunity for review of any proposals that <br />might come in that complies with these planning principals. <br /> <br />Mr. Price said the cul-de-sacs falls in the areas that he and Mr. Sharpe represent and their <br />positions has always been to protect the residents in those areas from eminent domain. <br /> <br />Mr. Kraft said that the meetings he attended at the Plan Commission made it clear that this <br />was simply a way to prevent development before U City or Olivette are ready for <br />development and did not involve any of the single-family residential properties. <br /> <br />Mr. Glickert asked if there was anyone present from the Joint Task Force. Mr. Greg Carl <br />from Olivette was present. He confirmed that the joint JDZOD was intentionally crafted as <br />a temporary measure to encourage any development to follow the preliminary principals <br />being presented in the Joint Development Zoning Overlay. <br /> <br />The Public Hearing was closed at 7:05 p.m. <br /> <br />J. In 1997 he had built a separate smoking room with a <br />separate ventilation system. The bill just passed by St. Louis County does not exempt <br />this room to allow smoking.
