It <br />affects five houses that have trouble getting to and from their homes because of the <br />way the ordinance was written. <br /> <br />Introduced by Ms. Ricci <br />5. <br />BILL 9104 – An ordinance amending Chapter 10.36 of the University City Municipal <br />Code, relating to regulations for specific streets, by repealing Section 10.36.190 thereof, <br />relating to through traffic prohibited on certain streets at all times or during designated <br />hours, and enacting in lieu thereof a new section to be known as “Section 10.36.190 <br />through traffic prohibited on certain streets at all times or during designated hours,” <br />thereby amending said section so as to prohibit through traffic on Northmoor Drive from <br />Big Bend Boulevard to the western edge of Northmoor Park; containing a saving clause <br />and providing a penalty <br /> <br />6. <br />BILL 9105 – Was pulled <br /> <br />O. CITIZEN COMMENTS <br />Paulettte Carr, 7901 Gannon <br />Ms. Carr talked about public documents and the Sunshine Law. She noted that it has <br />been a fundamental approach for her since she started looking into what is happening in <br />the City in April 2009. She stated she finds it more difficult to get requests from the City <br />than under the previous administration. She received an anonymous message that the <br />City is not posting minutes. She felt this was a barrier to public knowledge. She stated <br />that because she is acting as the City’s “watchdog” she feels that she should have access <br />to public records without paying through the nose. She requested to hear the voice mail <br />on Mr. Walker’s phone by Mr. Price, the Sunshine Law states that if it is a public record <br />you can examine the record and are not required to purchase a copy of it. She stated she <br />was told that she would have to pay $100 for an IT technician to make a copy of the voice <br />mail and she could not have access to any public office she so chooses. Ms. Carr she has <br />retained an attorney to deal with Sunshine Law and issues. <br /> <br />Gregory Pace, 7171 Westmoreland <br />Mr. Pace said a quick correction on Bill 9103, it is not Northmoor Park anymore it is Adams <br />Park. <br /> <br />P. COUNCIL COMMENTS <br />Mr. Price asked about a statement made at a MSD meeting where they stated that they did <br />not own the River des Peres channel. His concern is that if residents go into the channel <br />to clean it out, he believes by the defacto they would be claiming ownership to something <br />they do not own. Mr. Price felt the City needed to revisit the issue on MSD and River des <br />Peres and have a unified position. Mr. Price asked the City Manager what the reduction in <br />cost has been since the City made reductions in IT and HR. The City Manager stated that <br />the position reductions in IT and Human Resources gross figure are roughly $330,000. Mr. <br />Walker stated the City is presently working with the consultant that was retained about four <br />years ago for Information Technology. He does not have a specific cost on that but he will <br />provide that to Councilmembers. Mr. Walker stated the savings in the Human Resource <br />department is presently staffed by a temporary employee performing the work of two <br />previous employees. Mr. Price then inquired about a memo he received dated November <br />15, 2010 relating to a recycling program update which said 56 percent of the residents <br />recycle.
