not working on some strategic strategy as it relates to increasing recycling. Mr. Price did <br />not see the City doing anything pro-active on increasing recycling. He also asked Mr. <br />Walker to get him more information on “pay as you throw” and any economic benefit it <br />would have. Lastly he talked about the escalation of shootings and killings. What is the <br />City’s strategic plan to the escalating violence in certain neighborhoods? He said Mr. <br />Glickert suggested getting a citizens task force together which he agrees with and said he <br />and Mr. Glickert would get together to discuss. Mr. Price agreed with Mr. Dockett with the <br />planting of a tree but he would call it planting the tree of life. He encouraged the City to <br />form block units to help the police and their neighbors as well as themselves. <br /> <br />Mr. Crow thanked his colleagues for making the Executive meeting minutes of October 4 <br />public that now will allow us to discuss the subject matters that was talked about that <br />evening. He had three citizens contact him that $100 seems like an unreasonable fee for a <br />two minute voice mail. Mr. Crow again said he would like to see a City Manager update <br />come back to life. He asked the City Clerk or the City Manager to get back to him as to <br />why records were not being posted on the web-site and hoped there would be a legitimate <br />explanation. Mr. Crow personally thanked Ms. McCartney upon her retirement for the work <br />she has done for the City. <br /> <br />Mr. Glickert is troubled by the crime and in most cases it is a black on black situation. At <br />the last four or five meetings he tried to emphasize the crime hot line, to no avail. 863- <br />7333. He felt that it is just not University City but we are in the crossroads. He would take <br />a leap of faith and say this is the insidious nature of what drugs can do to a community. <br />The police departments have Neighborhood Watch signs and we need to become pro- <br />active and put these signs out. Mr. Glickert said he would be happy to sit down with the <br />committee which will need to look on the national scope as it is going on everywhere. <br /> <br />Mr. Sharpe asked if University City could get some kind of collaboration with the other <br />cities dealing with MSD and the River des Peres. He felt we need to form some kind of <br />conclusion to the ownership of River des Peres. Mr. Sharpe asked Mr. Crow if he was <br />leaving University City. Mr. Crow said I am here. Mr. Sharpe said he will be distributing <br />information to Council he received in the NLC Conference in Denver. <br /> <br />Mayor Welsch said she worked with her CORO fellow on the River DesPeres and Race <br />Relations for the new Commission on Human Relations. She consolidated all the <br />information that was accumulated over the past twelve years and produced a huge <br />document that she hopes to copy for all members of Council. One document she received <br />about two years ago was a letter from MSD to the City talking about ownership of River <br />des Peres and will pull that out to distribute to Council. On other issues Mayor said she <br />would be glad to work with Mr. Price and Mr. Glickert on a special task force or a <br />commission on violence. Ms. Scoles, the Assistant to Mr. Walker, is updating all of the <br />lists of the neighborhood associations and block units that exist at this time. Mayor Welsch <br />noted that there had been a glitch in the LaserFiche computer program that had been <br />going on for a couple of months but has recently been corrected. All of the minutes and <br />ordinances are being uploaded. Mayor asked that if people are not being able to get <br />documents on the web that they talk to Ms. Pumm. She can provide you with explanation <br />for why they are not there.
