If you are asking my opinion, I do believe we should actually go forward with the <br />new requirement through CDBG.” Mr. Crow said on another note that there is a wealth of <br />difference between a dire financial strait and being flush with cash and his guess was that <br />the City is some place in the middle. <br /> <br />Mr. Kraft agreed with Mr. Crow that it is difficult to leave a million dollars on the table. He <br />said if w in a month from now we see it looks like it is going to get spread out, then we <br />certainly have the choice to move ahead. Mr. Kraft noted as a point of clarification the <br />million dollars was not in last year’s budget, it is on this year’s budget. He said “As a matter <br />of just bullying and politeness, Mr. Price, to accuse me of somehow insensitivity because <br />people died; I am certainly aware of that. In my professional life, I am a physician and deal <br />with people’s lives every day. That is what I do professionally, take care of people, and <br />make sure they live the healthiest possible life. I was here when people told us about their <br />stories of the flood and was moved just as you were. I think the thing for us is to work <br />together and make sure this flood buyout happens and helps the absolute.” Mr. Kraft said <br />the thing about government is about helping as many people as possible and that did not <br />mean each person would get exactly what they wanted. Mr. Kraft said “Work so the tax <br />payers come ahead, the flood victims come out ahead and everybody gets what is best and <br />yes, I think we should try to get the million.” <br /> <br />Mr. Price said that was not a personal attack, he was just responding to what Mr. Kraft <br />stated that you did not want that on your campaign literature; you stated that whoever you <br />talked to, their concern was about taxes. Mr. Price said he is the individual that brought this <br />forward. He said magically the additional 140 homes pops up as it has never been part of a <br />discussion. All of a sudden, we are trying to save everybody, as he has never heard of the <br />140 homes before. Mr. Price said the Army Corp Engineering plan says it is more than that. <br />He said some people were against the twenty-six but now want to save everybody. Mr. <br />Price stated everybody’s caveat is snatching money away that was allocated for its original <br />intent. He asked everybody to be straight with him that if they did not want to allocate the <br />million then bring it to the floor. Mr. Price asked Ms. Riganti if the money could be used for <br />something else and she said no. She said that only those who qualified and received <br />disaster funds in 2008 would be able to qualify for an application for matching funds for a <br />buyout. Mr. Price said what he has learned tonight was not stated when the Council <br />approve the resolution at the last Council meeting. He said he did not know if that <br />information was purposely not divulged. Ms. Riganti again said that the pot of money just <br />became available when the Economic Development Council announced to communities last <br />Friday, that anyone who received disaster declaration in 2008, they were eligible to apply for <br />this pot of funding, which the City did with Council’ approval. <br /> <br />Mayor Welsch asked Ms. Riganti if the City found out about the environmental assessment <br />requirement this past week. Ms. Riganti said the City was informed of it on the past Friday. <br />Mayor Welsch stated that if Council did not make themselves clear tonight to get with Mr. <br />Walker no later than Friday of this week. <br /> <br />Mr. Price wanted to make it clear that the City Manager does not have the authority to <br />overturn the buyout action that is taking place right now. <br /> <br /> <br /> 10 <br /> <br />
