Mayor Welsch noted that Mr. Walker was not asking for authority to over-turned…Mr. Price <br />interrupted and said he was confused on what was asked for. Mayor said Mr. Walker asked <br />Council for their input into a new option that the City became aware of on last Friday. <br /> <br />Mr. Walker stated that the homes on Wilson will be purchased. Council has approved the <br />million dollars to do that. What is being talked about this evening is the question of timing, <br />whether or not the City proceeds immediately on the process of purchasing the homes on <br />Wilson or wait a month to receive information on the new grant that became available last <br />Friday. Mr. Walker stated there is no possibility of the City not purchasing the homes on <br />Wilson. <br /> <br />Mr. Kraft stated his legal interpretation as a non-lawyer, that Council approves budget and <br />what money is to be spent for but he has not seen anything Council passed that said it has <br />to be spent by a certain date. He noted that this was left to the discretion of the City’s <br />management. Mr. Kraft said that by constraining the City Manager as to when he must or <br />must not spend money, that in a City Manager form of government, it is not the Council’s <br />purview. <br /> <br />Mr. Price said if residents get killed it is in his purview. Mr. Price stated that if the City <br />Manager walks out of here and says he has a consensus then the February 1 date is off, <br />then by defacto he has back-doored the million bucks. If Mr. Walker says we do this grant <br />then everything is off. Mr. Price believes that is unethical when folks have been told <br />something different. <br /> <br />Mayor Welsch noted that the City Manager has been very good at keeping the buyout <br />residents apprised of the situation on the buyout. She is sure if there is a consensus of the <br />Council to proceed with the new CDBG new grant, that Mr. Walker and staff will continue to <br />advise residents of Wilson on what is going on. Mayor noted this is a brand new thing and <br />hoped that Council would not impugn the integrity of staff in any way to insinuate that they <br />kept something from Council or from the residents. Mayor again asked Council to speak <br />with Mr. Walker concerning the grant no later than the coming Friday. <br /> <br />L. COUNCIL ACTION ITEMS <br />1. <br />Amend Council Rules on Boards and Commission <br />Mr. Kraft and Mr. Sharpe developed a system that will be more manageable and <br />understandable for Council appointments to Boards and Commissions in the City. Council <br />was given their suggestions for change in Council’s Rules and Procedures (attached at end <br />of minutes.) <br /> <br />Mr. Glickert agreed with the job they have done but suggested a little more specificity on a <br />couple of other conditions that were not included. Because of some proprietary issues with <br />them, they would require a little different action on the Council’s part, specifically Library <br />Board, Pension Board and the Civil Service Board. What he is asking for these <br />commissions is that Council has the discretion to reappoint to a third term on those <br />commissions. <br /> <br />Mr. Kraft noted that the Library Board likes their three terms and did not do anything that <br />would preclude Council from being able to do that. He said the rules were written to allow <br />Council to continue to do the way each would want but would not be quite as automatic as it <br />has been. <br /> <br /> 11 <br /> <br />
