<br />Each Councilmember received at their seats the method of which each seat would be <br />responsible for appointments. From this point forward each member could see which line <br />appointment they will be responsible for. <br /> <br />Mr. Glickert said the way he understands this is that Council will be notify of an appointment <br />or reappointment and they would then have thirty days to find a replacement. He asked if <br />that would fall under the City Clerk and if it was in the Clerk’s job description. <br /> <br />Ms. Pumm noted that it was not in her job description but she would be tracking and <br />communicating to Council when there is an opening. <br /> <br />Mayor Welsch asked that all Councilmembers encourage people to apply and keep all <br />applications the City Clerk sends to them. <br /> <br />Mr. Glickert moved to amend the Council Rules on Boards and Commissions as proposed <br />by Councilmembers Kraft and Sharpe, was seconded by Mr. Kraft and carried unanimously. <br /> <br />2. <br />Mayor’s Task Force on Year-Aquatics <br />Mayor Welsch announced that she will be setting up a task force on year-round aquatics <br />and will give more details at the first meeting in February. She noted that currently the City <br />sells recreation passes to residents and others and promises them the opportunity to swim <br />year round in Heman Park Pool or in the Natatorium owned by the School District. The <br />School District has been evaluating its ability to continue maintaining the Natatorium. Mayor <br />felt it important to have community conversation among residents, school people and City <br />staff as to how the City could or should move forward. Perhaps the recommendation would <br />be to fix up the Natatorium or something else. She will ask the School District to appoint <br />three members, City Administration to appoint three members, every Councilmember to <br />appoint one member, each member of the School Board to appoint one member and the <br />Mayor to appoint one member. Mayor Welsch will set a date for the task force to come back <br />to the Council with a recommendation on how to move forward. <br /> <br />3. <br />Council liaison reports <br />Mr. Kraft said as the Council liaison to the Library Board announced that University City <br />Public Library selected Patrick Wall to serve as their next Director. He has been with <br />University City Library since 1999. <br /> <br />Mr. Sharpe said that he attended the ribbon cutting for Blick as Mayor-Pro-Tem. He said <br />it was an excellent shop with artist shop. He also announced the Missouri Municipal <br />Meeting in St. John’s and hoped someone would be able to attend. <br /> <br />Mayor Welsch noted she did attend a the U.S. Conference of Mayors in Washington <br />D.C. She said it was one of two annual conferences held and said it was very good. <br />First she said at the end of the conference University City was awarded fourth place in <br />the cans for cash competition and received a check for $5,000. The winter conference is <br />held in December in order to make connection with the Federal officials. They heard <br />from Mr. Obama; Mayor of Tucson AZ, agreeing on a civility accord; best practices on <br />jobs; using art as an economic generator for a community; Nancy Pelosi talking about <br />how the Democrats will continue working for the cities, Secretaries of the Urban <br /> <br /> 12 <br /> <br />
