Development, Housing and Energy; a growing problem of prescription drug abuse; and <br />other grant opportunities. <br /> <br />M. UNFINISHED BUSINESS <br />BILLS <br />1. <br />BILL 9101 - An ordinance amending Chapter 34 of the Municipal Code of the City of <br />University City, relating to zoning, by enacting a new section to be known as " division 34-41 <br />JDO, Joint Development Zoning Overlay code," containing a savings clause and providing a <br />penalty <br /> <br />Mr. Kraft moved to amend the first reading of Bill 9101, deleting under number 5 “However, <br />should the Zoning Administrator find that the proposed development as described in the <br />Petition does not substantially conform to any Recommended Conceptual Development <br />Plan referenced in the Petition, a recommendation for approval shall require a two-thirds <br />(2/3) favorable vote by all members of the Plan Commission.” Amendment was seconded <br />by Mr. Sharpe and carried unanimously. <br /> <br />Mr. Crow asked if one of the business developers in Olivette had expressed concern over <br />the overlay as far as the application to their property and their ability to develop it. <br /> <br />Ms. Riganti noted that was correct and Olivette passed the Joint Development Overlay <br />District at their last Council meeting. <br /> <br />Mr. Sharpe moved Bill 9101 as amended for approval and was seconded by Mr. Glickert. <br />Roll Call vote was: <br />AYES: Mr. Price, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, and Mayor Welsch <br />NAYS: none <br />Bill 9101 carried unanimously and became Ordinance 6841. <br /> <br />2. <br />BILL 9106 – An ordinance fixing the compensation to be paid to City officials and <br />employees as enumerated herein from and after its passage and repealing ordinance No. <br />6829.y <br /> <br />Mr. Crow asked the City Manager for the job responsibility statement in the job descriptions <br />for former positions of the Assistant City Manager and the Director of HR. He would also <br />like the new descriptions for the Analyst and the HR Manager. <br /> <br />Mr. Glickert moved to approve Bill 9102 and was seconded by Mr. Price. <br />Roll Call vote was: <br />AYES: Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price, and Mayor Welsch <br />NAYS: none <br />Bill 9106 carried unanimously and became Ordinance 6842. <br /> <br />N. NEW BUSINESS <br />RESOLUTIONS <br />1. <br />Resolution 2011 – 2 A resolution from Council in acknowledgement of State Audit. <br /> <br />Mr. Kraft asked that this resolution be postponed to February 14, 2011, in order for it to be <br />more aligned with the release of the State Audit Report, was seconded by Mr. Glickert and <br />carried by a majority with NAYS from Mr. Price, and Mr. Sharpe. <br /> <br /> 13 <br /> <br />
