PUBLIC HEARINGS

J. CONSENT AGENDA

K. CITY MANAGER’S REPORT
1.
Fire Department Rescue Tool from Schumacher Fire Equipment for $33,264.
Mr. Don Miner, the newly appointed Fire Chief, was present to explain the purpose of the
piece of equipment and to answer any questions.

Don Miner, #3 Delcrest Ct. # 104
Chief Miner stated the Fire Department is following its long-term goals to standardize
equipment. The piece of equipment the Fire Department is proposing to replace is fifteen
years old and is outdated. It does not have the spreading or the cutting force that today’s
equipment has. The one being replaced has the spreading force of 19,000 lbs and the one
for which staff is requesting approval has the spreading force of 33,000 lbs. This is the
second set to be purchased under the long-term plan. The third one is scheduled to be
purchased in 2016.

Mr. Glickert congratulated Chief Miner on his new position. He asked if the rescue tool
would replace the one purchased in 2007. Mr. Miner said that the tool purchased in 2007
was the first in the series of three to be purchased. The Chief noted that the 2007 model
will be on one truck; this new one would be on the second truck, replacing a tool that is 15
years old. Mr. Glickert noted that the recommended tool can be purchased from only one
distributor in the State of Missouri and felt that this would not lend to competitive pricing.
Chief Miner stated that all brands were pretty much priced comparably, but it is true that this
brand can only be purchased from one authorized distributor in Missouri.

Mr. Price moved to approve, seconded by Mr. Sharpe and carried by a majority with Mr.
Glickert voting Nay.

2.
Consideration of establishing a Partnership with Habitat for Humanity St. Louis for the
development of five City-owned vacant lots in northeast University City. Habitat for
Humanity would also like to pursue the issue of tax abatement but that would not be for
discussion at this time. That request will have to go through the Land Clearance
Redevelopment Authority. Mr. Walker noted the Habitat for Humanity has a good track
record for building homes that blend into a neighborhood.

Mr. Sharpe moved to approved and was seconded by Mr. Price.

Kimberly McKinney CEO of Habitat for St. Louis and Virginia Williams, Real Estate Manager
were present for any questions.

Mr. Price said he was concerned about the structure and blending for the neighborhood.

2
