Mr. Crow asked if there was any limitation on this work; the cost is said to be approximately
$60,000. If and when it goes over that amount will staff come back to the Council for
approval? Mr. Walker agreed that he would.

Mr. Price asked in the evaluation of the servers was there a request for the companies to
look at redundancy. Mr. Walker said it was not part of this RFP. Mr. Price asked why the
City would not look at redundancy. Mr. Walker said redundancy or duplication is a different
kind of management study that would be undertaken, rather this was a support contract.
Mr. Price asked if that would not be part of the total information strategy. Mr. Walker asked
Mr. Price what his definition of redundancy was. Mr. Price said the total strategy for the
technology group would there be redundancy if something happens to the system. Mr.
Walker said under that definition, clearly that would be part of the support services they
would provide. Mr. Price said that if there was a catastrophe or an emergency he did not
believe the City had any redundancy in place.

Mr. Crow asked if we don’t have an informational technology department at all are we going
to get more contracts coming to us for more things. He said if this group is only for our
technical desk/help desk so who else is going to do the strategic planning for the City’s
Informational Technology.

Mr. Walker stated that this will be part of the work Tech Electronics will be doing for the City
but this is not new. Tech Electronics has worked with the City for several years. What is
being asked that we take six months to see where we are and how to proceed and will
come back to Council after that time with a long term strategy.

Mr. Kraft noted there are multiple reports telling Council that there are major redundancy
problems and this is not new. He said the problem did not show up this week. A previous
technology assessment report from March 2008, noted “there are few fundamental areas
that need to be improved, such as the disaster recovery plan for IT systems. The ability to
keep systems up and running without interruption, the process….” This has been ignored
by the City for three years. The FY 09-10 Information Technology report gives the list of all
the things staff did, when we had someone in house supposedly taking care of the computer
system and he did not see anything in it about disaster recovery plan. Mr. Glickert said it is
important that the City do something about the system. At this point it is time to move on
and okay recommendation so we can at least run the system we have until the City can
make a good long-term strategic plan.

Mr. Sharpe asked if the City would hire a person to do this job or would it always be out-
sourced. Mr. Walker stated he believed that the City will get higher quality services at a
lower price by outsourcing.

Voice vote carried unanimously.

6.
Mr. Walker asked to add another agenda item to the City Manager’s agenda - A Community
Development Block Grant Assistance application. This was in regard to an e-mail sent by
Mr. Walker to Council earlier in the day. The information in the email was not received until
late last Friday, so there was not the opportunity to inform Council any sooner.

Email:

5
