Mr. Crow said we need to come back to the credibility issue, <br />are we telling too many people different things to make them happy or are we running the City <br />the way it should be run. Mr. Crow wanted to know where the City is with the firehouse grant. <br />He said he agreed with Ms. Ricci that he would like to get a Park’s update and maybe one of <br />these days there will be a City Manager’s update. <br /> <br />Mayor Welsch said that when Council approved their Rules, it was agreed that they would <br />follow Robert’s Rules of Order which states clearly if something goes on the agenda, sufficient <br />information should be given to the body so that they will know what will be discussed. She said <br />it was not a question of putting it on the agenda but rather a question of putting it on the agenda <br />with no background information for members of this Council so they could come prepared to <br />discuss whatever is on the agenda. Secondly she believed if Mr. Crow went back over the <br />minutes that he did not ask Mr. Walker to get back to him on the Council Meeting in April, you <br />said has anyone considered the fact that one of the Council’s meeting might fall on the first <br />night of Passover. Mayor Welsch wanted to make it clear that a draft of the calendar was <br />passed out to Council for review and the City Manager asked for feedback last October and did <br />not receive any comments on it. <br /> <br />Mr. Sharpe asked Ms. Watson the names of the communities that have fifty percent reserves in <br />their budget and he asked Mr. Walker to get to him on where the City is with Kingsland Walk. <br /> <br />Mr. Walker said that a draft calendar was circulated to all Councilmember and there was <br />opportunity for comments at that time. In respect to the City calendar, he noted that Council <br />has already been advised that it has been referred to the City Attorney and there has been no <br />resolution in the past week or two. In reference to Ames Place, he said the City does have in <br />place a zero tolerance zone and he spoke to the Police Chief and the Chief did not believe the <br />officer made that statement. Lastly in reference to the City Manager update, Mr. Walker said <br />unlike the previous City Manager he has not had an Assistant City Manager but has recently <br />hired an Administrative Assistant who will be responsible for preparing an update on items of <br />interest. <br /> <br />Mr. Kraft said the Council meeting is on the sixth night of Passover and he only had one <br />constituent ask about it. He said most Jews take the first two days off but not the whole week. <br />Mr. Kraft said what democracy says is you do what the majority says. He thinks his website, <br />his letters have been consistent: making U City’s government more efficient with no cuts in <br />services. What is on his website is clearly his own views and there is no secrets about that. He <br />said in the past the Council received the budget in May and voted on it in June with no <br />discussion on spending the reserves. He said that the process in the past was not good and <br />the process this year could be improved on again next year. Mr. Kraft said having public <br />meetings, study sessions and passing a resolution so the City Manager does not have to guess <br />at what the Council wants. He feels the disagreement is alright in a democracy, you disagree <br />and vote. In the final analysis we all live together, vote and carry on. <br /> <br />Mr. Glickert sent emails he received to the City Manager on the run held on Gannon this <br />weekend thanking the police for their assistance. <br /> <br />Ms. Ricci said we had a meeting with the Wilson folks and when the agreement was originally <br />made it was not known at that time they would tag the current grant to it. She said if the City <br />should receive the additional $987,000 that if any additional money beyond the million dollars <br />would be needed, it can be used.
