Ms. Ricci said this has been scrutinized by the Park’s <br />Department and did not know why Mr. Crow did not receive his updates as Council has <br />been updated. She said the Parks’ Commission had concerns from past history where kids <br />were rough-housing but she felt that just the kids rough-housing should be addressed firmly <br />and swiftly and not penalize all children. She said the Parks’ Commission asked her to put it <br />back on the agenda which she had. <br /> <br />Mr. Kraft withdrew his motion to amend. <br /> <br />Motion to approve the opening of the pool to non-residents and the new park fees carried by <br />a majority with one Nay vote from Mr. Glickert. <br /> <br />L. COUNCIL ACTION ITEMS <br />1. <br />Mayor’s Task Force on year-round aquatics <br />Mayor Welsch said this is an attempt to bring people from through-out the community, the <br />school district and City together to discuss how we can best provide year-round swimming <br />in University City. The City’s winter time swimming is done at the School District’s <br />Natatorium and the District has had an on-going conversation as to whether they can <br />continue to support the facility. She is asking each member to appoint one member to the <br />Task Force no later than March 1. In addition she has asked members of the School Board <br />to each appoint one member and the Superintendent of the District to appoint three <br />members to the Task Force. She would like the Task Force to start in March of 2011 and <br />present a recommendation no later than February of 2012. Mayor asked if anyone is <br />interested in being on this Task Force to contact her or a Councilmember. <br /> <br />2. <br />“Appointment Process” requested by Terry Crow/Byron Price <br />Mr. Crow had a number of questions and comments that he wanted read into the record. <br />They are attached at the end of the minutes. He thanked everyone on a Board or <br />Commission for all that they do. He apologized for what has occurred. <br /> <br />3. <br />Council liaison reports on Boards and Commissions <br />Ms. Ricci noted that the Green Practices Committee is having Public Hearings and the next <br />one is at Heman Park Community Center, Saturday, February 19, 2011, 9:00 a.m. – noon. <br />Ms. Ricci noted she attend the Olivette Joint Task Force and stated they are having an <br />educational panel for the Task Force on how to best develop the area at Olive and I-170 <br />that benefits both communities. This sort of collaboration is probably the way government is <br />going to be acting, especially given the dire financial straits that not only the City but States <br />are in, meaning that things are going to have to be done better. Ms. Ricci also attended the <br />Parks’ Commission meeting and can provide anyone with the minutes from that if <br />requested. The new Director Ewald Winker has stepped into place and she was specifically <br />asked why the request on Heman Park Pool open to non-residents and fee changes was <br />not back on the agenda, so that is why it ended back on the agenda. She said as far as <br />Economic Retail Tax Board she had objected to the legal appointment when it happened; <br />she was surprised by it. There were three Councilmembers that were surprised by it. Ms. <br />Ricci said time is an interesting thing because now it was flipped, at that time there was no <br />notice, there was no application for the individual provided twenty-four hours previously. <br />The individual personally has been volunteering for U City for a long time and she <br />personally thinks is a nice person, but the process was illegal and yet now Councilmember <br />Crow is troubled allegedly because he has seen illegal acts, yet he supported the illegal <br />appointment previously. She said it was interesting that there has been no uproar about the <br /> <br /> 5 <br /> <br />
