Mr. Price said <br />the City Manager reports to everybody up here; he gets hired and fired by all of them and he <br />cannot do carte-blanch, “willie-nilly” anything that he feels like doing. <br /> <br />Mayor Welsch asked Mr. Price to continue his comments in Council comments. <br /> <br />Mr. Sharpe, as the liaison to the Arts and Letters’ Commission spoke of the returning artist <br />series the commission sponsors every year. He noted they were well received by the <br />students. He noted the Commission at their last meeting did express a desire to have a PR <br />person to assist them. Mr. Sharpe said the commission is working to continue the concerts <br />in the parks this coming summer. He noted Melcine Henderson presented a report on the <br />planning of the Fair U City for Memorial Day weekend. <br /> <br />Mayor Welsch said she is the liaison to the Joint Olivette U City Redevelopment Task Force. <br />The task force has decided to do a “Technical Resistant” program charrette with the Urban <br />Land Institute, which will happen February 28. The Urban Land Institute will bring in six <br />different groups wiith ideas for the Olive/I-170 intersection redevelopment. On March 2 <br />there will be a public presentation of that charrette at the regular Joint Task Force meeting <br />at 7 p.m. at the Olivette City Hall. Mayor Welsch announced the Commissioon on Human <br />Relations will start to meet in March and will meet on the third Tuesday of each month at <br />6:30 in the EOC room of City Hall. <br /> <br />M. NEW BUSINESS <br />RESOLUTIONS <br />1. <br />Resolution 2011 – 2 A resolution from Council in acknowledgement of State Audit. <br />Mr. Kraft introduced Resolution 2011 – 2 and was seconded by Ms. Ricci. <br /> <br />Mr. Price asked when will the audit become public. Mr. Walker stated that the City has not <br />heard and given the changes with the recent election of the State Auditor, they are going <br />through some changes in Jefferson City. The City was originally told the audit would be <br />released between December and January. Mr. Price asked the Mayor if it was a <br />presupposition to approve this resolution prior to the public even seeing the audit. <br /> <br />Mayor Welsch deferred this to Mr. Kraft who asked that this be introduced. Mr. Kraft said <br />the resolution is basically thanking the auditor for their work. He noted that he supported <br />the audit and signed the audit petition and had urged others to sign it. Mr. Kraft said the <br />audit will serve three main purposes. First he said the audit clearly highlights deficiencies in <br />University City’s financial management. Secondly, with the deficiencies identified, the City <br />should have a clear consensus to fix the problems. Thirdly, our response to the auditors <br />should give the citizens confidence from now on that their tax dollars are being carefully <br />managed. Finally he noted that this audit was only a check-up and the Council needs to <br />keep a careful watch on the City’s finances. He said this Council is morally and legally <br />responsible for the City’s finances. The annual auditor’s report is not given to the City <br />Manager or the Finance Director. He said that report is given to the City Council. Mr. Kraft <br />said we are voting for this because we want to thank the auditor for his work and look <br />forward to the report being made public.
