carefully monitor the City’s management and finances on behalf of the citizens. Mr. Kraft
urged his colleagues to unanimously support the resolution.

Mr. Price said Mr. Kraft did a great job in giving speeches. He said the audit was not free, it
cost about $80,000, so they got paid. He said that we can’t even talk about what was in it
and some of the auditors’ findings don’t match Mr. Kraft’s statements, when you see it. Mr.
Price said he did not know what Mr. Kraft’s agenda was but when there is a vote, he
probably has four people. He said he did not know if they talked about this in advance; he
can’t say because he was not with them.

Mr. Kraft called for a Point of Order, stating that’s accusing us of breaking the law. He said
that was accusing four Councilmembers of a felony. Mr. Glickert also called for a Point of
Order.

Mr. Price said he did not see how you can vote for something that the Public has not seen
and say thanks for a job well done and then make comments about.….you are probably
only talking about your constituency base. Mr. Price said all of us have constituents and the
ones he serves would like to know what is in it.

Mayor Welsch stated that will be released to all constituents as soon as possible.

Ms. Ricci noted she was not reading this the same way Mr. Price was. She stated that all it
is simply saying is that the auditor came in, acknowledged the process was very important,
the City can benefit from the recommendations and will follow the recommendations and
thanked the 3200 citizens that signed the petition for their effort to invite the auditor in and
had nothing to do with recommendations or results.

Mr. Kraft asked Ms. Pumm to read the resolution for the record, so there would be no
confusion as to what was being voted on, which was done and is attached to end of the
minutes.

Mr. Crow said for those at the last Council meeting this may be the same song, second
verse because it was on the agenda at the last Council meeting, however not all
Councilmembers were in attendance at that meeting thus this was asked to be pulled from
that agenda. Mr. Crow called for the Question.

Mr. Price asked for a Roll Call

AYES: Ms. Ricci, Mr. Kraft, Mr. Glickert, Mayor Welsch
NAYS: Mr. Price, Mr. Crow and Mr. Sharpe

Resolution 2011-2 passed by a majority.

Mayor Welsch stated before they continued that members of Council do not make illusions
to other members of Council. If there are questions or concerns about the way
Councilmembers are acting or bringing items before the Council, please contact them prior
to the Council meetings.

2.
Resolution 2011 – 3 A resolution authorizing the City Manager to execute Challenge
Planning Grant and Tiger Planning Grant Agreements.

8
