<br />Mr. Kraft said he just wanted to know what we are talking about. This isn’t a <br />flood buyout meeting. <br /> <br />Mr. Price asked if the flood buyout on this sheet, is that a budget issue? <br /> <br />Mayor Welsch said the flood buyout is on the sheet, what isn’t on the sheet is the <br />$987,000 because we don’t have that yet. It is not an issue yet. We will know at <br />the end of this month if it is an issue. <br /> <br />Mayor Welsch said her hope is that we will get on the Federal list and in four or <br />five years the feds will say we will give you 20 million dollars for an additional <br />buyout. We will never be able to raise 30 million dollars for it, we will have to do <br />it otherwise. <br /> <br />Mr. Walker had two comments, one <br />1. I want to thank council for their input on tonight’s budget session. As I <br />indicated in the past we have not had a sit down mid-year review and it <br />will be helpful for staff in the future if you let us know the information you <br />request I would appreciate that. <br />2. The City Clerk has just distributed for your information the results of the <br />consultant’s study of the organization of Public Works Department and <br />Parks, Recreation and Forestry Department. There are several <br />recommendations in the report and I encourage council to read it and <br />advise me if you have any questions. <br /> <br />Mr. Price asked after once this report is read will we have an honest discussion <br />of the report and not a unilateral decision of the report. I’m asking you Mayor. <br /> <br />Mayor Welsch said she felt all our discussions are honest discussions. This is <br />however a professional report that the City Manager requested and it is my <br />understanding he will study it and he may support some of the recommendations <br />stated in the report. <br /> <br />Mr. Price asked if discussion will be an honest discussion with all of us and not a <br />unilateral discussion with some Councilmembers. <br /> <br />Mayor Welsch told Mr. Price that does not happen. Mr. Walker will be presenting <br />this council with a draft budget by the end of this month and we have set up a <br />series of meetings where we will be discussing his draft budget before it <br />becomes final in May. I would like to reiterate that we have changed the system <br />we started this budget series in September of the prior year where in the past <br />you have started these discussions in May.
