Mr. Walker said that was correct. <br /> <br />Mr. Price said he was trying to clarify it because that was blended together to <br />make it appear that the grant was going to help an additional 148 people and <br />that’s not true because there is no money for that because that would take $33 <br />million dollars. <br /> <br />Mr. Walker said that would be a decision of council as to whether they wanted to <br />use that money, to apply for additional grants. Whether you wanted to allocate <br />that money for the reserve, whether you wanted to use that money to address <br />the city’s revenue expenditure equation., a whole bunch of options that Council <br />could consider. <br /> <br />Mr. Price asked to direct his last question to the Mayor noting that all this is <br />budget related to him. He read one e-mail that said this is not the decision of <br />Council it’s the City Manager and he read another e-mail that said it was not the <br />City Manager, it is the Council. Now he is hearing tonight that it is the Council’s <br />decision. So who makes this decision the City Manager or the Council? <br /> <br />Mayor Welsch said It was the City Manager’s decision to apply for the grant. <br />That is his decision. If we get the grant and we use that $987,000 from the Feds <br />and $13,000 of our money to be the match for the Wilson Street buyouts that <br />would not use the $1,000,000 that we set aside for the buyout. are now planning <br />We would use the new money for the buyout and $13,000 of our money. It would <br />then be up to this Council as to whether or not to continue to allocate or plan to <br />allocate the $1,000,000 that is currently in the reserve for possible future <br />buyouts. During the past administration Ms. Feier talked with the Army Corp of <br />Engineers; they estimated there are 148 additional homes that are in flood prone <br />areas and could be considered for a buyout. They said it would take about <br />$30,000,000 if we got on the list and the feds gave us $20,000,000. It will be up <br />to us to come up with the other $10,000,000 if it ever happens. If we have this <br />$1,000,000 that we are now planning to use for Wilson but might not have to use, <br />that could be the seed money Mr. Walker is talking about to start building a pot of <br />money of $10,000,000 to eventually buyout 148 homes. It is a process that will <br />take years. <br /> <br />This council may decide to take the one million that the previous Council <br />committed to Wilson and put it toward another flood buyout, but this Council may <br />decide not to do that. This Council may decide to do something else with that <br />one million dollars that was previously planned for Wilson, and it all depends on if <br />we get the additional grant funds. <br /> <br />Mr. Price said the two have nothing to do with each other, because either way it <br />goes, you could have spent the million that was already allocated. He said what <br />he heard was well we don’t want to spend a million because we are going to use <br />this $987, 000 for 148 plus the 26 which made no sense to me. <br /> <br />Mr. Kraft - Point of information <br /> <br />Mr. Price asked if we could we have some civility here? <br />18 <br /> <br /> <br />
