Mr. Kraft thinks that maybe we should all agree to have a study session on
recycling as I’m getting tired. I’m sure we can find a time to schedule a study
session on recycling.

Mr. Price said on another question for Ms. Watson concerning the police
department. It is unfortunately, Mr. Green passed away. He asked if we are
back at the levels that we need to be or what is our FTE compared to what we
were last year.

Ms. Watson noted we had some substantial vacancies toward the end of the last
fiscal year which we no longer have. She said will provide him with that
information.

Ms. Ricci said she found a number of examples like this one where in the Public
Works Fund we have a separate street department but no surprise we have a
line item for street and sidewalk repairs on page 17, $10,000 the actual for 2010
and spent zero. She said we spent zero in 2009 & 2008 and wanted to know
how this is a line item here since we are not spending money on this line item.

Ms. Watson said she would have to investigate this one. She said this would
normally be for minor repairs. If it was a major repair it would fall under Capital
Outlay.

Ms. Ricci said especially since this line item we have never spent a dollar on it
and these past couple of years we budgeted significant dollars towards that.

Mr. Price said he is trying to get this deficit straight in his head. He asked are we
saying with this flood reserve that if the grant comes through, what happens to
the million dollars. Does it go away. is that what you are saying?

Ms. Watson said we have the one million dollars budgeted, if the grant came
through, we would not spend that one million dollars in this year.

Mr. Price said secondly what we are saying and what I heard at the last Council
meeting is that the money that we are getting from the Feds which is three million
dollars and the 985 will help 26 plus 148. He said that is the statement that was
made.

Mr. Walker –told Councilmember Price that statement was not made. He said
the reference was to the Corp of Engineering study which identified the 148
homes that are in the flood plain. What he said at the last council meeting was if
we were fortunate enough to get a grant that it would be a Council decision as to
whether we use that as seed money to try to acquire some additional properties.
But the reference to 148 is what is in the corps of engineers study and that was
the comment that was made at the last council meeting and can be verified in the
minutes.

Mr. Price said I’m just clarifying, so right now there is no funding for these
additional folks that came up.

17
