L. COUNCIL ACTION ITEMS <br />Council liaison reports on Boards and Commissions <br /> <br />Mayor Welsch noted that the Mayoral Task Forces did meet this week: Walk and Bikeability <br />and Seniors/Youth committees. Margaret Johnson and Sarah Hanly are two the Co-Chairs <br />that were appointed chairs of the bike/walk task force. The Seniors/Youth committee also <br />met and appointed their Co-Chairs as Abbie Carter and Shirley Soule. <br /> <br />M. UNFINISHED BUSINESS <br />BILLS <br />1. <br />BILL 9100 - An ordinance amending Chapter 10.40 of the University City Municipal Code, <br />relating to stopping, standing and parking generally, by repealing Section 10.40.030 thereof, <br />relating to residential parking permit plan, and enacting in lieu thereof a new section to be <br />known as “Section 10.40.030 residential parking permit plan,” thereby amending said <br />section so as to include the areas for the residential parking permit plan in the City of <br />University City; containing a saving clause and providing a penalty. <br /> <br />Mr. Sharpe moved Bill 9100 for approval and was seconded by Mr. Crow. <br />Roll Call vote was: <br />AYES: Mr. Price, Ms. Ricci, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, and Mayor <br />Welsch <br />NAYS: none <br />Bill 9100 carried unanimously and became Ordinance 6840. <br /> <br />2. <br />BILL 9101 – Postponed until January 24, 2011 Council Regular meeting. <br /> <br />3. <br />BILL 9102 – An ordinance amending Chapter 10.20 of the University City Municipal Code, <br />relating to speed limits, by enacting therein a new section to be known as “Section <br />10.20.100 no tolerance zone – speed limit strict enforcement”, containing a saving clause <br />and providing a penalty <br /> <br />Mr. Glickert moved to approve Bill 9102 and was seconded by Mr. Crow. <br />Roll Call vote was: <br />AYES: Ms. Ricci, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price, and Mayor <br />Welsch <br />NAYS: none <br />Bill 9102 carried unanimously and became Ordinance 6842. <br /> <br />4. <br />BILL 9103 – An ordinance amending Chapter 10.36 of the University City Municipal Code, <br />relating to regulations for specific streets, by repealing Section 10.36.030 thereof, relating to <br />one-way streets designated, and enacting in lieu thereof a new section to be known as <br />“Section 10.36.030 one-way streets designated,” thereby amending said section so as to <br />remove Northmoor Drive from Big Bend Boulevard to the western edge of Adams Park from <br />the one-way street designation; containing a saving clause and providing a penalty. <br /> <br />Ms. Ricci asked what the thinking was why the making it two ways now instead of one way. <br /> <br />Public Works Director Ms. Shields noted there were five homes on the north side of the <br />street that wanted access to and from their homes and couldn’t get in when the street is <br />designated as one way. <br /> <br /> 5 <br /> <br />
