<br /> MINUTES OF UNIVERSITY CITY COUNCIL <br />REGULAR SESSION <br />February 28, 2011 <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, on <br />Monday, February 28, 2011. Mayor Shelley Welsch called the meeting to order at 6:32 p.m. In <br />addition to Mayor Welsch, the following members of the Council were present: <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br /> Mr. Stephen Kraft <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance were Student Representative Rachel Sobotka and City Manager Lehman <br />Walker. <br /> <br />C. APPROVAL OF AGENDA <br /> <br />No changes were presented. Agenda carried unanimously. <br /> <br />D. PROCLAMATION <br /> <br />E. APPROVAL OF MINUTES <br />1. <br />February 7, 2011, Study Session on Mid-year Budget review FY 2010. Mr. Sharpe moved <br />to approve and was seconded by Mr. Glickert. Mr. Price stated he questioned some of the <br />statements interjected into the minutes. He said he recalled something which is not <br />reported in the minutes and will ask Mr. Sharpe to confirm it. Mr. Price said he had a <br />question related to how many employees the City has doing tree trimming and it was stated <br />that the City has four and a half. Mr. Price said he was sitting on one side of the table with <br />Mr. Sharpe and Mr. Glickert got up and walked from the other side of the table, took a <br />budget book and slammed it in front of him saying “there it is” and walks back. Mr. Price <br />said if he acted like that, he would be Out of Order but nothing was said about Mr. Glickert <br />and that action is not reflected in the minutes. Mr. Price’s question to Mr. Sharpe, was “Did <br />Mr. Glickert walk from the other side and put that budget book in front of my face?” Mr. <br />Sharpe said, “Yes he did.” <br /> <br />Mayor Welsch asked Mr. Price if he was suggesting an amendment to the minutes and if so <br />if he would state his amendment. <br /> <br />Mr. Price asked for clarification of how the minutes go. He said if there are adverbs and <br />adjectives to describe behavior from him, why are not the same adjectives and adverbs that <br />the City Clerk takes these minutes subscribed to other individuals on this Council. <br /> <br />Mayor Welsch stated that this was a discussion about the minutes and if he would like to <br />suggest an amendment to the minutes. <br /> <br />Mr. Price asked the City Clerk to reflect for the record that a budget book was slammed in <br />front of his face at the budget hearing. <br /> <br /> <br /> 1 <br /> <br />
