budget is being balanced on the backs of its workers which effects productivity and morale. <br />Ms. Felton had some suggestions on how to reduce the budget: reduce legal fees, eliminate <br />consultant fees, contract out collection of unpaid receivables, recycling, and a volunteer group <br />to recommend how to generate income for Heman Park Community Center, Ms. Felton asked <br />that the Public Works department not be dismantled because they work in a deficit because the <br />City has allowed the unpaid trash collection to get out of hand. <br /> <br />Marva Miller, 1224 Fairview Ave. <br />Ms. Miller said as she was looking for her good friend, Mr. Crow, that when the mayoral <br />campaign was going she spoke then that Ms. Welsch were elected the City would cut, <br />streamline, do a lot of adversarial things to the City. She said she did not see Councilmember <br />Price stand up. Ms. Miller said there are too many diverse and divisive acts, so the youth are <br />not optimistic about staying in U City. She said there is no protocol, policies or procedures as <br />how the meetings are dictated and just about do anything. Ms. Miller said it seems like <br />everybody being impacted negatively is African-American. She said in closing she wanted a <br />written outline of the dress-code, and an update on what is happening with the youth job <br />program. <br /> <br />Mr. Kraft said it is true that another Councilmember said he said something on a speaker’s <br />dress but he did not say anything as issues of dress are not something he has any expertise <br />on. <br /> <br />Nora Wikoff, 7438 Milan <br />Ms. Wikoff said she was upset her Councilmember had been reprimanded especially since she <br />witnessed similarly disrespectful behavior by other Councilmembers. She was especially upset <br />with the request to increase the number of police at a Council meeting. She said the police are <br />here to keep the community safe. Ms. Wikoff said the third ward has experienced escalating <br />violent crimes recently. She said they watched cops in their back yard talk down a suspect, <br />and this is where cops need to be. Ms. Wikoff stated that what is needed if to focus on reducing <br />crimes, increasing public safety and improving the school system; the budget matters will take <br />care of themselves. <br /> <br />Gloria Nickerson, 7576 Blackberry <br />Ms. Nickerson said she is there concerning her appointment and un-appointment from the <br />Board of Economic Sales Tax. She requested that all records that relate to her appointment to <br />the Economic Development Retail Tax Board from April 1, 2010 through February 28, 2011 be <br />made available for her and the same as to her removal. This request would include dates of <br />meetings, emails and who were included in them, any legal opinions presented, and a list of <br />commission members that were on the Board in 2009 and 2010. <br /> <br />Paulette Carr, 7901 Gannon <br />Ms. Carr said we get up and talk and the Council ignores them. She spoke on the process of <br />the appointment of Ms. Nickerson which can be found in her statement at the end of the <br />minutes. <br /> <br />P. COUNCIL COMMENTS <br />Ms. Ricci thanked everyone for coming out. She noted that Mr. Price said she took personnel <br />files off the premises. She said that did not happen and if he would like to talk to her about the <br />real facts on any of these, she is at City Hall on Fridays. Ms. Ricci said the City did not fire nine <br />people; there were nine eliminations of positions, of which five were vacant. She said the City <br /> <br /> 18 <br /> <br />
