City government in a way that maintains City services without raising taxes. To implement
this goal, Lehman Walker has been hired.” He started immediately by reorganizing the staff
departments. Mr. Price said Mr. Walker was hired August 2010 and the statement on the
website is from June 2010. He asked if Mr. Sharpe was a part of that goal and he said no
and Mr. Price asked Mr. Crow and he said no.

Mr. Crow had a word of caution to his colleagues and in particular to the City Manager. He
said Mr. Walker had referenced in his remarks a number of consultants that the City has
used and he would like to know how many were used. He also expected to receive all of
the consultants’ report in the order of which they were ordered. Mr. Crow’s concern is if the
answers don’t come out the way everyone likes it, we may get more than one report.
Therefore he wants to know what reports came out when, by whom and how much do they
cost. Mr. Crow said in particular the City Manager referenced the Park’s consolidation
report, he would like to know who the consultant met with and who put together the list. Mr.
Crow said since the consultant made reference to some of personnel needs he felt the City
had a right to some of his working papers. He said he had hoped that some of his
comments from the people he interviewed are completely untrue. Mr. Crow said he asked
him how many residents from the third ward he met with and could not be certain. Then he
asked how many African-American citizens he met with and he asked if employees count.

Mr. Glickert said that when Council had their retreat in May 2010, they came up with goals
and strategies and talked at length about streamlining City services. And said this is the
answer to the points on the website Mr. Price was referring to Mr. Glickert made a Point of
Clarification that Mr. Crow did not attend the Council retreat.

L. More
importantly it was said that HEC TV in conjunction with Dennis Riggs are putting together
something that Mr. Price has wanted, an educational piece on recycling and have put
CALOP’s endeavor on hold since HEC is doing the same thing.

Ms. Ricci said she attended a payday loan meeting and agreed that the City does not want
any more of these types of businesses. She attended the Parks Commission meeting and
th
the school’s 100 anniversary kick-off where she saw Mr. Sharpe and Mayor Welsch. Ms.
Ricci also attended the Olivette Task Force and saw Mayor Welsch and the City Manager.
She said she was happy that all the residents were present and was sure that they had
studied all sides of the issues. Ms. Ricci said she received some feedbacks where they
have asked for the other side and encouraged everyone to do that as well. Ms. Ricci invited
anyone to come in and talk to her at City Hall on Friday afternoons.

Mayor Welsch said she attended a meeting at the Economic Development Sales Tax Board
and heard a very good presentation from U City in Bloom asking for support for a watering
truck. They have been working with an Olive TIF, which is now closing, with six gardens
along Olive and are asking for continued support for those gardens. She spoke about the
Olive Joint Redevelopment Task Force who contracted for a technical assistance program
from the local chapter of the Urban Land Institute. They will be coming forward with
suggestions on how the cities may want to move forward on redevelopment of the area. A

8
