CITY MANAGER’S REPORT <br />1. <br />A COCA’s representative spoke about their spring event which is their only major fundraiser. <br />Mr. Walker asked the COCA rep to speak to Council as to how they would ensure there <br />would not a repeat performance of excessive noise as happened at an event last fall. <br /> <br />COCA Executive Director Kelly Pollock spoke about their planned fund raising event. She <br />explained that COCA’spurpose is to enrich lives and build community. COCA serves <br />50,000 residents each year, provides $600,000 in outreach programming free of charge to <br />underserved communities, and provides professional development for teachers at University <br />th <br />City schools. The event on April 29 will provide twenty-one percent of their annual <br />revenue. Ms. Pollock stated that they understand that there were issues with their event <br />last year and have made considerable changes to the event structure to adapt so the <br />function in the tent outdoors would conclude at 9:30 pm and then go inside for the <br />remainder of the event. The only space that could accommodate 600 in attendance for <br />dinner is outside and they have asked for an amplified noise permit so they can message <br />about their event and provide background music for the dinner. <br /> <br />Mr. Price asked for clarification if the City Manager was asking for approval <br /> <br />City Manager said this presentation was for information purposes only to get details from <br />COCA on how they propose to address the potential noise situation in light of last year’s <br />event. <br /> <br />Mr. Price asked what would be the effect if it did not get approved. <br /> <br />Ms. Pollock said that twenty-one percent ($550,000) of their revenue comes from this fund <br />raiser. They adapted to combine their fall and spring event into one event, and before <br />invitations go out, they have six hundred confirmed guests coming to support their <br />organization. <br /> <br />Ms. Ricci asked if last year was the first time for the event and Ms. Pollock said that they <br />have had this event for the past thirteen years. Ms. Ricci asked if they have talked or sent <br />correspondence with their neighbors this year to inform them of this event. Ms. Pollock said <br />they have already spoken to all of the heads of the neighborhood associations surrounding <br />COCA to make them aware of this event. Ms. Ricci asked if they were okay with it and Ms. <br />Pollock said they would be happy to take it to the next step and get the approval on moving <br />forward. <br /> <br />2. <br />A Conditional Use Permit application for 6680 Delmar on behalf of Fifth Third Bank for <br />proposing a bank in the CC (Core Commercial) district. The zoning code proposes use on <br />the ground floor in a CC district that is not retail is required to apply for a Condition Use <br />Permit. <br /> <br /> 3 <br /> <br />
