She asked why this list doesn’t <br />stretch for all of Olive? <br /> <br />Edward McCarthy, 711 Princeton <br />Mr. McCarthy wanted to address business owners who spoke earlier but they had already left. <br />He said the Loop patrons do not want free parking but what they really want is free beer so if all <br />of the Loop businesses would just give away the beer, soda and wine like the City does in their <br />lots being used for free parking, he was sure the parking lot would be full. Mr. McCarthy said if <br />the Loop businesses cannot come up with some sort of solution to pay for the parking lots then <br />the City should just sell it and develop it. He said it is irresponsible for the Council to look at an <br />asset that the City has and not try to generate revenue. <br /> <br />Nova Felton, 8031 Noel <br />Ms. Felton asked if the Mayor had the information on the total of all costs involved in the State <br />Audit. She said congratulations on receiving the disaster grant funds but the environmental <br />study still has to be done and wanted to know how much that is going to cost the City. Ms. <br />Felton noted that the City only received one-half of the money applied for and for the time some <br />have waited, they felt put off by that. Ms. Felton asked if the remainder of the funds could be <br />used to help with needed repairs that were caused by the flood. She asked about the interest <br />earned on the million dollars that was set aside and asked where is that money and where will <br />it go. Ms. Felton asked if the City’s disaster guideline included information for citizens as to <br />what to do in case of a flood, how will they be notified of approaching floods, and where can <br />they go for emergency shelter. Partnering with the school board’s robo-call system would be a <br />means of communication. She said the City needs a communication position to help this <br />information be made to the public at large. <br /> <br />P. COUNCIL COMMENTS <br />Mr. Price asked for a point of clarification on citizen participation, why could they not be given <br />an answer right then if the answer was known. <br /> <br />Mayor Welsch said the Council could try to clarify that in the Council’s Rules and at the next <br />Council retreat. The Council had decided not to have any communication during Citizen <br />Comments at this time. <br /> <br />Mr. Glickert congratulated the City, Community Development on receiving addition disaster <br />funding through the CDBG grant. He spoke of an organization meeting for concerned citizens, <br />U City Participates, who meets on the Saturday before a Council meeting in the EOC room of <br />City Hall from 10 a.m. to noon. He encouraged everyone to attend. <br /> <br />Ms. Ricci thanked everyone for coming. She attended the retirement party of Linda Ballard and <br />said she would be missed but felt the library was in good hands. She agreed with Ms. Felton <br />that some kind of communications person is needed and thanked Mr. Walker for realizing that <br />also by sending out the new newsletter. She recommended hard copies be sent to those who <br />did not have email. Ms. Ricci said she hoped the City could get answers to Mr. Burns’s <br />questions and Ms. Nickerson’s questions. It was her understanding that Ms. Nickerson’s <br />questions were answered. Ms. Ricci sadly talked about the loss of a citizen, Mr. Melton Lewis <br />who lived on Wilson. She noted he was an attorney and did a lot of work for legal services of <br />Eastern Missouri, which is a not-for-profit organization providing legal services for people <br />without resources to get the representation they deserve. <br /> <br /> 7 <br /> <br />
