<br />Mr. Mulligan said it was looked at a few years ago and he had given some advice regarding <br />the implementation of it. He said he did not have this with him this evening and his <br />preference would be to send the City Manager an email tomorrow which could be forwarded <br />to Council. <br /> <br />Mr. Walker said that was fine but he thought the question Councilmember Sharpe was <br />asking could probably be answered, is it illegal or isn’t it. He said he is assuming since the <br />City has been doing it since 2008 and since Mr. Mulligan was the City Attorney at that time, <br />he would expect that Mr. Mulligan looked into that issue and would be able to provide the <br />same opinion that was given to the previous City Manager, Is this legal or not legal? <br /> <br />Mr. Mulligan said he was not prepared to give an opinion on the particulars of the resolution <br />this evening. <br /> <br />Mr. Price moved to postpone the resolution to the next meeting, and was seconded by Mr. <br />Glickert. <br /> <br />Ms. Ricci moved to amend the motion to allow the City Manager to continue to act as he has <br />in the prior until the Council has taken this up in the next Council meeting. There was no <br />second offered. <br /> <br />The motion on the floor carried unanimously. <br /> <br />O. CITIZEN COMMENTS <br />Gloria Nickerson 7576 Blackberry <br />Ms. Nickerson was speaking for all who lived on Wilson Avenue and for herself who was <br />affected by flooding in U City. She asked if the City was using one million from their reserves <br />and the City was awarded $461,000 plus $3 million dollars from FEMA, why the remaining <br />dollars be set aside for future buyouts since there are so many affected areas in University City. <br />She asked when the City will deem it necessary to buy out others of us that have been affected <br />with flooding and wanted to know if there was a process in place. Ms. Nickerson said her <br />second comment concerned the Missouri Sunshine Request. She said she has asked for the <br />last eleven months to be shown evidence of where there was a Sunshine violation of her <br />appointment to the Economic Development Retail Sales Tax Board. <br /> <br />Dave Olander, 7114 Kingsland <br />Mr. Olander said he could sympathize with the merchants in the Loop on the parking. He was <br />wondering, since they are the beneficiary of the free parking, if they would be willing to be <br />assessed a fee to maintain that lot rather than charging a dollar to the visitors. <br /> <br />Mae Etta Weston, 1595 Mendell <br />Ms. Weston commented on consistency in addressing people in the Chamber. She said we all <br />want to be addressed in a respectful manner and there should be a standard uniform form of <br />address with a title and their last name or their full given names when they are at the podium. <br />Her second comment was on Olive Street Redevelopment plans. She said she has been in <br />front of Council since 2004 about the forgotten corridor of Olive or the International District. <br />The only change has been the date and the number of businesses. Ms. Weston said that <br />stretch of Olive is home to Payday Loans, Rent-to-Own, Title Loans, and DWI traffic clinics. <br />She said the Council is responsible for issuing licenses for these types of businesses that <br />continue to flourish.
