Session 1744
January 25, 1999

Ms. Colquitt informed the Council that the City Hall employees elected Robert Humphrey,
Jr., Sanitation Department, to the Non-Uniformed Pension Board for an unexpired term
ending July 1, 1999. Council acknowledged the election.

CITY MANAGER'S REPORTS:

AGENDA #1 - CONSENT CALENDAR (1 ITEMS):

#1 - Groby Bridge Rails Contract: The City invited eleven contractors to bid on replacing
the deteriorating Groby Bridge railings. On September 29, 1998, only one bid was
received. The bid was from Schuster Engineering for $17,300. This was considered too
high and was rejected.

We are currently under contract with Midwest Mudjacking and Construction Co. for a curb
and sidewalk project. We asked them to submit a quote for the rails, with the provision
that they could do the work in the spring of 1999. In response, they submitted a bid in the
amount of $10,835. This work will meet the need without jeopardizing future grants for a
new bridge.

Mr. Ollendorff recommends acceptance of Midwest Mudjacking's bid of $10,835 added
their current contract.

Mr. Wagner moved approval of the consent calendar. Mr. Sharpe seconded the motion,
which carried unanimously.

AGENDA ITEM #2: SEWER LATERAL POLICY:

Mr. Ollendorff recommends adoption of the Sewer Lateral Insurance Program Policy.
During the study session on this item Council requested that the policy include language
that allows the City Manager to waive requirements in cases of emergency. This language
has been included in #4 of the proposed policy. This will be offered to the voters at the
April 6, 1999 election.

Mr. Munkel moved approval. Mr. Sharpe seconded the motion, which carried
unanimously.

PERSONNEL REPORT:

Mayor Adams acknowledged the personnel report for January 22, 1999 as duly accepted.

2
