MINUTES OF THE CALOP BOARD MEETING
OCTOBER 19, 2006

The Meeting convened at 6:10 p.m. in the 2nd floor conference room, City Hall.
In attendance were: Eleanor Mullin, Cameron Sanders, Mae Etta Weston, Eric
Friedman, Karol Walter, Marla Roach.

Art Holliday had been invited to start the meeting with an update on his film,
Johnnie Be Good. He provided members with a six page packet about the
project. Art believes the final film will be 90-120 minutes, and will not be done till
2008, mainly due to licensing issues. He already has over 100 hours of
film, and has been successful in getting interviews with many prominent
musicians. A suggestion was made to him to contact all 150 Blues Societies that
are active in the U.S., and perhaps arrange a showing of the film for each group.
Ed suggested, and will try to provide the name, the group that taped Johnnie's
80th birthday party at the Garden. He is requesting an additional $20,000.00
grant from CALOP. Art's presentation ended at 6:30 p.m.

Mae Etta Weston is our new commissioner appointed by Councilman
Price. She was a social worker at the Annie Malone home, and actually had a
CALOP Grant and produced a film about the home.

The June minutes were read; Ed motioned we accept them, Eric seconded,
approved by acclamation. The September minutes were read; Ed motioned we
accept them, Eric seconded, approved by acclamation.

Cameron reported on the formation of the Missouri Motion Media Association to
promote filming in Missouri, including independent films. Our state has done a
very poor job of this, so we hope the new association will do well.

Ed presented a Treasurer's report, and a project status report. He has finally
been able to procure a simplified statement from the City. Our current
available balance is: $158,551.41.

We then discussed how filmmakers get the grant money. Their initial application
is reviewed by Dennis for completeness, who has no authority to deny or grant,
but simply passes it on if OK or flags it, if not. Filmmakers are paid 25% at that
time, an additional 25% after producing evidence of sufficient additional work, the
third 25% after additional proof of success (all included in our official
procedures). The final 25% is not paid until the film is complete. Apparently Eric
