received a call asking how payments were made. Grantees send invoices to
CALOP c/o the City Manager. We then looked at the project status report, which
actually is very inaccurate as to how much money has already been paid to
grantees. Hopefully this can be corrected/updated by the next meeting.

We currently do not have a city liaison; this position was voted out by the City
Council. We still have a council member on the commission--Byron Price. Part
of this uncertainty is due to our seeking to become a 501(c)(3) in order to raise
more funds. We will need an audit to accomplish this, but this should be
relatively simple as there are, in actuality, very few deposits made, and few
checks written.

Eric met with Ed and Dennis to talk about administrative duties, and how they will
be handled between the City and the Executive Director. He presented a list that
Dennis had made of such duties. We need to find out exactly which of those
the City will still handle for us.

Cameron moved we go into executive session at 7:10 p.m., Eleanor seconded,
approved by acclamation. Eleanor moved we leave executive session at 7:30
p.m., Eric seconded, approved by acclamation. As the reasons were personal,
no report of the session is included.

Eric moved that we accept the recommendation of the administrative committee
to meet with the City Manager tot see what services the City can provide at
little or no cost to CALOP, then set what serviced we need to seek from the
Executive Director or other sources. Ed seconded, approved by acclamation.

15 Princeton Pl. RFP: Unhappily, the people who intended to rebuild the home
have been unable to secure financing. The home may, in fact, be torn
down. Thus there will be no RFP, and funds that were being earmarked for this
can be released.

Grant Round: We need to delay this slightly: The CALOP database has been
destroyed, and there is time consuming work to be done to at least partly
reconstruct this. We need to get the work out through articles, PSAs, website.
After a short discussion, Eleanor moved that we push the next grant round back,
with a due date of Friday, January 12, 2007, projects to be distributed to
commissioners at the Thursday, January 18, 2007 meeting. Ed seconded,
approved by acclamation. We will discuss how much money is available for this
grant round at the November meeting.

We discussed Art Holliday's request for an additional $20,000.00. The positives
are this is an incredibly worthy, and professionally done project, with St. Louis
connections, which has already garnered international attention. There seems to
be a real possibility that this film will make money, and CALOP will get money in
proportion to the percentage of the project we funded. On the con side, this is
