<br />Minutes of the CALOP Meeting <br />nd <br />University City City Hall, 2 Floor Conference Room <br />Thursday, August 28, 2008 <br />6:00 PM <br /> <br />Commission members present: Ed Nickels, Eleanor Mullin, Mae Etta Weston, James Reeves, <br />Dennis Riggs, and City Councilmember L. Michael Glickert. Commission members absent: <br />Eric Friedman, Gladys Creer, Bob Wilcox and Marla Roach. Also present: Genise Lay, Rob <br />Tygett, and David Noble. <br /> <br />Call to Order <br />The meeting was called to order by Mr. Nickels at 6:10 PM. <br /> <br />Reading and Approval of Minutes <br />The commission reviewed minutes from June 26, 2008. Ms. Lay informed the commission <br />that Mr. Riggs proposed an amendment to the liaison’s report on Knock, Knock America <br />regarding censorship to read “offensive language had to be bleeped in accordance with FCC <br />regulations.” A motion to approve the minutes as amended was made by Mr. Reeves, <br />seconded by Ms. Weston, and approved. <br /> <br />Guests <br />The Commission heard from Rob Tygett, Director of the St. Louis City Public Library Film <br />Department. Mr. Tygett informed the commission of the library’s ongoing interest in <br />obtaining films by local filmmakers, including films funded by CALOP. The library is <br />interested in purchasing CALOP films, preferably in DVD/digitized format. After hearing <br />from Mr. Tygett, a motion was made by Ms. Mullin that CALOP agree to enter into a contract <br />with St. Louis City Public Library to supply copies of CALOP films to the film department. <br />The motion was seconded by Ms. Weston and approved. <br /> <br />David Noble, filmmaker presented a 10-minute film clip of the film project Roof on Fire to <br />the commission. Mr. Noble reported that the film was 90% finished and was fine tuning the <br />film. Mr. Noble estimated that he would complete the film by the end of the calendar year. <br />After the presentation, Mr. Nickels relayed to Mr. Noble that the third grant payment would <br />be issued. <br /> <br />Knock, Knock America <br />The commission discussed the film Knock, Knock America which was submitted by Rebecca <br />Rivas for CALOP approval and final payment. Although the film was completed, contract <br />violations related to copyright, first presentation, and releases are at issue. Offensive <br />language was also bleeped from the film. <br /> <br />Discussion was held on the importance of ensuring grantees comply with contract terms. <br />The commission also talked about adopting methods to ensure compliance such as thorough <br />review of contract terms with grantees. A motion was made by Ms. Mullin to authorize final <br />payment to Rebecca Rivas and to include a letter addressing the areas of the contract which <br />were broken or not complied with. The motion was seconded by Mr. Reeves and approved. <br /> <br />Grant Round Update <br /> <br />Trailblazers. Filmmaker Curtis Minor was asked by the commission to reformat his project <br />and provide a revised proposal in writing. Mr. Nickels reported that Curtis Minor revised his <br />grant application as requested; as such, a contract has been prepared for Mr. Minor. <br /> <br />U-City Sleuths: Uncovering the Stories a Hidden Community. Filmmaker Edie Barnard <br />was asked to reformat her project and provide a revised proposal in writing. Mr. Nickels <br />1 <br /> <br />
