Ms. Fuhler – Brick pavers similar to those used at the parking lot on
Kingsland Avenue would be ideal. It will come down to what is
available in the budget.

- The Commission members have no objection to removing the wall and
recommend fence installation using the parking lot across the street
from the Post Office as a model.

A motion was made to approve the resurfacing of the parking lot and installation
of a fence using the parking lot across the street from the Post Office as a model.
The motion was seconded and approved.

3. Minutes of previous meeting (June 17, 2010) were accepted.

4. 7531 Kingsbury (in Linden-Kingsbury Historic District) – The applicant, Mr.
William Wefel, is seeking preliminary guidance from the Historic
Preservation Commission prior to moving forward with his proposal. The
proposal is to remove the existing wood fences on the property and
replace them with white vinyl fencing. The applicant provided information
from a fencing company that included the type of fence he would like to
have installed. In the information submitted by the applicant, he stated
that he did not think a permit was required for the installation of his fence
and that a recommendation from the Historic Preservation Commission
was not required. It is the opinion of Community Development staff that a
permit shall be required for the installation of the fence and that the fence
shall be in compliance with the standards set forth in the Linden-Kingsbury
Historic District.

Comments and questions from the Commission and responses included:

- Based on the location of the proposed fence, more than 20 feet behind
the front building line, approval from the Historic Preservation
Commission is not required. However, that does not make the
applicant exempt from the fence permit requirements.

- The use of vinyl does not appear to be consistent with the Linden-
Kingsbury Historic District standards. The Commission recommends
not using vinyl fencing.

- The wording in the Zoning Code appears to be incorrect. It is not
consistent with the intent of the Zoning Code.

Since the applicant was seeking preliminary guidance, no motion was required.
The response from the Historic Preservation Commission was that the current
proposal is not in the jurisdiction of the Commission and therefore does not
require review and approval. The Commission does concur with Community
Development staff that a fence permit is required and the fence shall comply with
all zoning regulations.
July 15, 2010 Historic Preservation Commission Minutes
Q:\WPOFFICE\Historic Preservation Commission\Minutes
