Disposition of Minutes from September 28,2004 <br /> <br /> <br />Motioned by: Mary Hart Seconded: Doyle Mitchell <br />Evelyn Irving asked that the August special meeting minutes be changed to reflect her attendance <br /> <br />2. <br />Citizens’ comments on items not on Agenda <br />None <br /> <br />3. Council Liaison Report (Francine Brungardt) <br />? <br /> CALOP Commission make up and rules are being discussed <br />? <br /> Cell Tower discussed and much public comment <br />? <br /> Cassandra Colquitt had some concerns about the Rec Club fees <br />? <br /> Proposition C on ballot for bond issue for city hall restoration <br />? <br /> Ruth Park Golf master plan tabled so that council members could visit the golf course <br /> <br />4. Expanded Recreation Facility Fees <br />Motion by James Sutton Seconded by Carl Seltzer <br />Carl Seltzer had some questions on the set aside and the legal question on how that would work. <br />Motion approved unanimously <br /> <br />5. Land and Water Conservation Fund Grant Application <br />Nancy explained the grant highlights <br />Motioned by Mary Hart Seconded by Evelyn Irving <br />Motion approved unanimously <br /> <br />6. Cell Tower Request <br />? <br /> Chuck Beck, representing Cingular wireless, discussed the need for coverage in the Heman Park <br />area. <br />? <br /> Evelyn asked if other sites were looked at – Chuck said that they went to the city first. <br />? <br /> James asked about insurance – Chuck said they provide insurance including liability insurance <br />? <br /> James asked about vandalism – Chuck said it would be the same as the existing tennis light pole <br />and any damage it would get <br />? <br /> James asked about safety – Chuck says there is no radioactivity, it is radio frequency much lower <br />than radio towers and discussed the study of the Federal Communication Center. <br />? <br /> Evelyn – Asked if they will add anything to the top of the pole?– Chuck says it is all internal to the <br />pole <br />? <br /> Francine – Did the FCC determine the need for the tower? Chuck – No, his company did the study. <br />? <br /> Francine – What about other companies installing? Chuck – any other co-locators could be <br />restricted to be internal to the pole. <br />? <br /> Evelyn – Would other co-locators give something to the city? Chuck said the city could require a <br />separate contract with re-numeration. <br />? <br /> James – Did they look at other locations? – Yes they did talk to Schnucks. <br />? <br /> James – Are there other in other city’s parks? – Chuck described a number of locations. <br /> <br />
