Nancy reviewed the staff report. Mr. Mosley asked for clarification on the current and <br />proposed options. Mary Hart made a motion: to state “to be consistent with the <br />established policy, all non-residents can only access the pool via the 3 established <br />options as outlined in the staff report which will retain the current policy. Mr. Mosley <br />second, Mosley, Hart and Sutton (yes); Mitchell and Irving abstained. <br />Note: tape <br /> <br />recorder quit during the discussion <br /> <br />Pool Memberships – School District <br />Public Comment: Elsie Glickert, Jen Jenson, and Carol Rossel were in favor of school <br />employees getting discounts to the swimming pool. Ms Hart motioned to keep with <br />policy that teachers can only access the pool the way all residents and non-residents <br />access the pool. Mr. Mitchell second <br /> <br />Ms Irving asked for history on the policy was changed. Francine Brungardt stated she <br />was not sure of the actual council decision. She continued by stating that the schools <br />are funded by property tax and they are public employees. She advocated for school <br />employees. She stated the district was not like the other businesses noted in the staff <br />memo. She advocated building a relationship with the school district; building bridges. <br />School teachers do public service and must be honored with this benefit. Ms Irving <br />asked who made this change and what the school teachers should be given this <br />benefit. Ms Hart stated that teachers are a special interest group and that she also <br />works for a public agency and would want a discounted pool pass. She talked about <br />non-resident teachers and the current policy decision. Mr. Mitchell asked about the <br />fees. Staff did not have the exact fees, we currently charge but they range form $75 to <br />$125. Ms Brungardt the stated that she could not specifically recall how Council made <br />this decision. Nancy recalled that it was made before she came to University City and <br />before Ms Brungardt was on City Council. Mr. Mosley asked Ms Brungardt if Council <br />made this if there was a transcript. He stated this was an item that bypassed the Park <br />Commission. Mr. Mitchell asked for the transcript of the council discussion. Ms Irving <br />asked if this would affect all school employees. Ms Hart stated she wanted to see the <br />transcript. She also stated non-residents across-the-board should not be able to by a <br />pass. If school employees are allowed, this would be against policy. Carol Rossel gave <br />a public comment that taxes pay school employees salary and thinks it would be <br />beneficial to have these school employees at the pool. Ms Hart stated that the school <br />district’s staff is not city employees. She suggested that this be returned to City Council <br />and that she was considering removing her motion. Mr. Mitchell asked for members to <br />be courteous and have respect for each other. Ms Hart withdrew her motion. Ms <br />MacCartney explained the process of it going to the City Council for a broader <br />discussion on the issue of fees. Ms Hart made a motion to refer discussion on this issue <br />regarding fees including school employees to City Council to discuss on broader basis. <br />Mr. Mitchell second the motion.
