<br /> <br />Regular Meeting of the Park Commission <br />City of University City <br />October 28, 2008 <br />Centennial Commons <br /> <br />President Livingston Sykes called the meeting to order at 6:31p.m. Others present were: <br /> <br />Karen Dille Nancy MacCartney, Director of Parks <br />Karen Palmer Rivian Robinson, Department Staff Liaison <br />Caryn St Clair Tom McCarthy, Asst. Rec. Superintendent <br />James Sutton <br />Mary Hart <br />John Sterbenz <br />Excused Absent: <br /> Linda Peoples, Jerry Fitch <br /> <br />Disposition of Minutes from September 23, 2008 <br />President Sykes called for a motion, corrections made, Karen Dille motion to approve and James Sutton second, <br />after a vote unanimously accepted <br /> <br />Citizen’s Comments on items not on Agenda <br /> <br />Elsie Glickert <br /> <br /> present at meeting to advocate for Red Cross lifeguard training because she said the cost is <br />lower than Star Guard. Red Cross training can be used in many cities and states and Star Guard cannot. <br />States the coach at U City High School can train for Red Cross. Ms. Glickert requests copy of report <br />given by Nancy MacCartney at meeting. <br /> <br />*Near the end of the meeting it was approved that a citizen comment be allowed. <br /> <br />Steven Glickert <br /> <br /> was present at meeting to discuss the issue of his after hours climbing the fence at the <br />Heman Park pool as well as an issue with him being cited for the gates on his private property that are <br />similar to gates at Heman Park Pool. Mr. Glickert also inquired about volleyball at Centennial Commons <br />and information he was given by front desk as to times volleyball was available. Tom McCarthy is going <br />to investigate to give Mr. Glickert feedback. <br /> <br />Council Liaison Report <br /> <br />Mr. Wagner reports on meeting between community members and MSD regarding the flood in September 2008. <br />Mr. Wagner read directly from his report. Jeff Tierman is representative for MSD. MSD gave 30 day deadline <br />for reporting damage to homes. MSD claims they won’t cover damage if it was due to overland flooding. MSD <br />states most homes were in a flood plain. MSD states burden of proof is on victims. Wagner tried to get deadline <br />extended and was unsuccessful. Council gave MSD long list of questions that they were not able to answer at this <br />time and gave MSD 30 day deadline. Questions were asked and answered by Mr. Wagner and his report is <br />available for review. <br /> <br />2008 Heman Pool Report <br />Tom McCarthy reviewed the report. Tom explained in detail the information given on spreadsheets and in packet. <br />Each member was sent a copy of the report. At conclusion of questions, it was suggested that report be accepted <br />with four (4) recommendations as follows: <br /> <br />1) U City advertise in local college and university papers to recruit local students or those staying in the <br />area for summer school. <br /> <br />2)Contact the YMCA which closes their pool in August for annual maintenance and ask about using their <br />guards during this time. <br /> <br />3) Reimburse life guards for their certification cost ($125) if they stay for the entire season. <br /> <br />4)Relax the nepotism policy. <br /> <br /> <br /> <br />
