<br /> <br />Regular Meeting of the Park Commission <br />City of University City <br />November 25, 2008 <br />Centennial Commons <br /> <br />President Livingston Sykes called the meeting to order at 6:34p.m. Others present were: <br /> <br />Jerry Fitch Nancy MacCartney, Director of Parks <br />Karen Palmer Rivian Robinson, Department Staff Liaison <br />Caryn St Clair Tom McCarthy, Asst. Rec. Superintendent <br />James Sutton <br />Mary Hart <br />John Sterbenz <br />Linda Peoples <br />Robert Wagner <br />Absent: <br /> Karen Dille <br /> <br />Disposition of Minutes from October 28, 2008 <br />Corrections made per Robert Wagner, President Sykes approved minutes with correction, all members in <br />agreement. <br /> <br />Citizen’s Comments on items not on Agenda <br /> <br />Elsie Glickert <br /> <br /> – Commented on “unconventional” format of Park Commission meetings. States that <br />board should not discourage citizen’s comments. States board structure should be changed immediately. <br />Requests that board become a “conventional” commission. Also states the meetings are in violation of <br />Missouri’s Sunshine Law. Ms. Glickert also commented on closing of Natatorium slotted for December <br />15, 2008. Wants City of University City to continue to allow swimming at the Natatorium until County <br />Health Department says no more swimming is allowed. <br /> <br /> <br />Council Liaison Report <br /> <br />1) <br />Mr. Wagner reports on four items as follows: University City finally got presidential approval to be classified <br />2) <br />as a disaster area after 2 months. FEMA at Centennial Commons for 30 days. At recent City Council <br />discussion about a curfew in the loop area for children under 17 years old at 10 pm. City attorney is researching <br />3) <br />at this time. Many merchants are in favor of curfew. Email responses have been positive. Budget for City of <br />University City is bad and getting worse. Revenue that comes in throughout the year is down by 4% compared to <br />4)Dec. 1 <br />last year. Many options are being looked at and discussed. Upcoming events: Council study session in <br />Dec. 4Dec.8 <br />EOC at City Hall; Draft of recommendations for U City School District; Council Study meeting on <br />Pension Plan. Report summary is attached. Questions asked and answered during meeting. <br /> <br />Park Master Plan Adoption <br />All members received final report on Park Master Plan for review before meeting. Plan is 20 year plan to be <br />reviewed every 5 years. Karen Palmer makes motion that plan be accepted as is, Mary Hart seconds. Vote taken <br />by hand count. Plan unanimously accepted. <br /> <br />Nominating Committee Report <br />Met briefly after last meeting. Livingston Sykes asked to remain President, James Sutton volunteered for Vice <br />President but is going off board since his term is up. Nancy suggests that Linda Peoples as Vice President <br />conduct election. Nominations requested, none put forth. Karen Dille agrees to run for Vice President; Board <br />unanimously accepts Livingston Sykes as President and Karen Dille as Vice President. <br /> <br /> <br /> <br /> <br />
