Park Commission Minutes – 102610, pg. 2 <br />Residential Identification Card Policy (cont.) <br />Ms. Peoples – retain current policy <br /> <br />Ms. St. Clair moved to retain the current policy with ID cards and residency checks to be made at Ruth Park Golf <br />Course. Mr. Fitch seconded. Vote taken: All in favor, Ms. Dille against – Motion passed. <br /> <br />Non Resident Use of Heman Pool – Federal Law <br /> <br />Ms. MacCartney gave an overview her conversation with the City Attorney and indicated it was stated continued <br />non-compliance could not only jeopardize two recent federal grants awarded to the City, but could also risk any <br />future grant awards. Ms. MacCartney indicated fee and policy recommendations to the City Council would not <br />only need to be made for Heman Pool but also our picnic pavilions as they are currently not available for rental by <br />non-residents. Ms. St. Clair suggested the proposed non-resident fees be established to twice that of residents; as <br />allowed by the federal government. <br /> <br />After much discussion, Ms. Palmer moved to change the current pool policy allowing nonresidents to enter Heman <br />Pool without resident, which would make us compliant with federal law. Ms. Dille seconded. Vote taken: All in <br />favor – Motion passed. <br /> <br />Ruth Park Driving Range <br />Ms. MacCartney gave an overview of the task assigned by the City Manager to respond to various question <br />outlined in the enclosed memo regarding Ruth Park Driving Range. Motions and votes regarding each topic are as <br />follows: <br /> <br />1. Should the City continue to allow advertisements in return for value to the city under strict control of the city? <br />Ms. St. Clair moved the City not renew the golf course advertisement contract with the current company. Ms. <br />Dille seconded. Ms. MacCartney suggested this motion be amended to include the Park Commission be involved <br />in any additional quid pro quo agreements for Ruth Park Golf Course. The motion was withdrawn by Ms. St. Clair <br />and Ms. Dille. <br /> <br />Mr. Field moved the advertisement contract not be renewed and there be no commercial advertisement in any <br />University City parks. Motion died. <br /> <br />Ms. Peoples moved the Park Commission be involved in any future advertisement contracts for all University City <br />parks. Ms. St. Clair seconded. Vote taken: six in favor (Dille, Field, Gaines-Beckwith, Peoples, St. Clair, Sykes), <br />three opposed (Fitch, Palmer, Sweeney). Motion passed. <br />Ms. Palmer moved the current Benchcraft contract be allowed to continue until its conclusion. Mr. Fitch <br />seconded. Vote taken: all in favor. Motion passed. <br />2. Should the City eliminate 5 to 10 tee stations to the west? <br />Ms. Dille moved do not remove the 5 to 10 tee stations to the west. Ms. Palmer seconded. Vote taken: seven in <br />favor (Dille, Fitch, Palmer, Peoples, St. Clair, Sweeney, Sykes), one opposed (Field), and one abstention (Gaines- <br />Beckwith) Motion passed. <br /> <br />
