Park Commission Minutes – 92810 <br />pg. 2 <br />After further discussion, Ms. Dille moved to establish a new residency ID process for Ruth Park Golf Course, Ms St. <br />Clair seconded the motion. Vote taken: two in favor (Dille, St. Clair), four against (Field, Palmer, Peoples, <br />Sweeney) and one abstention (Fitch). Motion failed. <br />Mr. Field moved to implement the policy of any form of resident identification (i.e. driver’s license with utility bill, <br />etc.) be accepted; as well as residency verification be conducted at Ruth Park Golf Course. Motion withdrawn. <br />President Sykes suggested tabling this issue allowing staff to research discussed options to present at October <br />meeting for commission to approve. Mr. Fitch moved for staff to research the following options and present their <br />findings at October meeting allowing commission to make an informed decision: <br />1.) Discontinue resident ID card process/establish one fee for all golfers regardless of residency <br />2.) Discontinue resident ID card/retain resident and nonresident fee, staff check occupancy through Govern <br />software, enter resident into RecTrac and type in resident golfer to receive resident rate. <br />3.) Discontinue $5.00 cost for resident ID card/ retain resident and nonresident fee, staff check occupancy through <br />Govern software, enter resident into RecTrac <br />4.) Retain current process/no changes <br />Mr. Sweeney seconded. <br />Vote taken: All in favor, Ms. Dille against – Motion passed. <br /> <br />Non Resident Use of Heman Pool – Federal Law <br /> <br />Ms. MacCartney gave an overview of the nonresident use of Heman Pool memo. Mr. Fitch raised a question <br />regarding there being a clear understanding of the compliance issue. Ms. Dille asked for an explanation as to how <br />this issue came up. Ms. Ricci raised several question referenced in her email to Ms. MacCartney and commission <br />members, suggesting staff obtain legal advice regarding this issue and indicated the Finance Department may have <br />archived grant financial documents to review; as well as recommending staff and commission members pause to <br />see how to act before any action is taken. Ms. Palmer indicated with the recent completion of the Heman Park <br />restroom facility, we need to be in compliance. <br /> <br />Mr. Fitch moved that the issue of nonresident use of Heman Pool be tabled and discussed until more information <br />is available and discussed until a decision is made. Ms. Dille seconded. <br /> <br />Ms. MacCartney suggested amending the motion to recommend staff fulfill the tasks outlined in Ms. Ricci’s email <br />in obtaining additional information toward becoming compliant. Mr. Fitch amended his motion. Ms. Dille <br />seconded. <br /> <br />Ms. Annmarie Kiddon raised the question regarding nonresident membership purchases and usage. Ms. Glickert <br />questioned grants acquired in 1984 and those awarded for the restroom. Ms. Dille raised the question as to the <br />cost to buy out the grants. <br /> <br />Vote taken: All in favor, Mr. Sweeney abstained – Motion passed. <br /> <br />Department Report <br /> <br />Ms. MacCartney reported on the following: <br /> <br />This month’s commission packets included the 2010 Heman Pool report. <br /> <br /> <br />Flynn Park Court Grant – completed. <br /> <br /> <br />
