Park Commission Minutes – 92810 <br />pg. 3 <br /> <br />Department Report (cont.) <br /> <br />Flynn Park Playground Grant is ready for submission, department has obtained an additional funding from <br /> <br />the school district. <br /> <br />Mooney Playground – has been approved in Washington, D.C., retaining wall bids are out, sign at <br /> <br />playground requesting resident to volunteer to participate on design team. Mr. Sweeney indicated area <br />moms are buzzing about this. Ms. Palmer stated her son is interested in participating. <br /> <br />Have not heard from HUD or DOT regarding Parkview Garden’s grant. <br /> <br /> <br />Trails Grant – still negotiating design contract through Great Rivers Greenway. <br /> <br /> <br />Department has begun the 2011-12 budget process. <br /> <br /> <br />Due to retirement, providing “brain dump” to Tom McCarthy. <br /> <br /> <br />Council Liaison Report <br />Ms. Ricci reported on the following: <br /> <br />the 2011-12 budget process has begun and a public hearing was held on September 27, with council <br /> <br />looking at significant deficits citywide. Mr. Fitch questioned what are the reserved funds used for. Ms. <br />Ricci gave an overview of uses for reserved funds, citing the Wilson neighborhood buyout as an example. <br /> <br />gave overview of Commission members’ responsibilities and reminded them to review the charter and <br /> <br />code items highlighted in her email to gain a clearer understanding. <br /> <br />indicated she and Ms. MacCartney attended the Garden Shelter dedication in Heman Park. <br /> <br /> <br />Mr. Sweeney inquired about the meeting held at Ruth Park Driving Range with Council Members, City Manager, <br />Mayor and citizens and questioned whether something is occurring at Ruth Park Golf Course. Mr. Field indicated <br />he was in attendance at the meeting and stated there is controversy regarding the driving range (i.e. the effects of <br />the driving range, retention pond, the range’s impact on the neighborhood, etc.) Ms. Ricci indicated there is <br />controversy with the neighbors and the general ambiance of the golfing facility. <br /> <br />Ms. MacCartney gave an overview of the report she had been asked by the City Manager to prepare regarding the <br />driving range; advising him that any action would need to come before Park Commission first. This report will be <br />shared with commission members at the October meeting. <br /> <br />Individual Park Reports <br /> <br />John Sweeney – Both Flynn Park and Lewis Parks- look great; sculpture has been removed from Adams Park; Ruth <br />Park Golf Course looks great. <br />Caryn St. Clair – Millar, Rabe Parks, Ruth Park Wood – all are fine <br />Karen Dille - Heman Park – looks fine <br />William Field - Ruth Park Golf Course – looks great; raised question regarding the abundance of bench and sign <br />advertisement. Mr. Field moved there be no commercial advertisement allowed in any park. Ms. <br />Dille seconded. The motion was tabled until the October meeting allowing Ms. MacCartney to <br />provide the golf advertising contract. <br />Linda Peoples - Greensfelder Park – looks fine; increase in traffic at Fogerty Park <br />John Sweeney - Park Maintenance has not completed the drainage problem at Majerus Park; should be repaired <br />in a few weeks. <br />President Sykes – Kaufman Park – fine; Mona Terrace – a few limbs still remain <br /> <br />Unfinished Business – none <br /> <br /> <br />
