<br /> <br /> <br /> <br /> <br />Regular Meeting of the Park Commission <br />City of University City <br />January 25, 2011 <br />Centennial Commons, 7210 Olive Blvd. <br />President John Sweeney called the meeting to order at 6:31 pm. Other members present were: <br />Karen Dille Ewald Winker, Interim Director <br />William Field Lynda Euell-Taylor, Recreation Superintendent <br />Jerry Fitch Lynn Ricci, Council Liaison <br />Karen Palmer <br />Linda Peoples <br />Caryn St. Clair <br />Excused Absence: Gwendolyn Gaines-Beckwith <br />Disposition of Minutes from November 23, 2010 <br />Minutes reviewed. Ms. Dille moved to approve minutes with corrections, Mr. Fitch seconded. Vote taken: all <br />approved. <br />Citizen’s comments on items not on Agenda – None <br />Council Liaison Report <br />Ms. Ricci reported on the following: <br /> <br />City Manager has hired a consultant to conduct the feasibility of merging Public Works and Parks, <br /> <br />Recreation and Forestry Departments; recommendations are expected early to mid February. <br /> <br />Budget process has begun; much earlier than in previous years. <br /> <br />Mr. Sweeney asked if a disposition was available to the Park Commission regarding matter discussed in September <br />concerning the City’s non-compliance issue as it pertains to awarded grants. Ms. Ricci indicated discussions have <br />been held with both Council Members and City Manager and it is felt a complete record is still not available. Ms. <br />Ricci indicated she personally feels if we are acting in a closed manner, it needs to be corrected. Mr. Sweeney <br />stated Commission members had made a recommendation to Council and asked if more information was needed <br />for their decision. Ms. Ricci indicated she would contact Mr. Sweeney if additional information was necessary. <br />Ms. Palmer indicated we are definitely not in compliance due to the recent federal grant awards and decision <br />should not be based on if complete records are not available. Ms. Dille added changes to our pool policy <br />allowing nonresidents unaccompanied usage of Heman Pool and rental of picnic pavilions which would bring us <br />into compliance was recommended to City Council in November, 2010. Mr. Sweeney inquired as to if this was a <br />sticking point with Council. Ms. Ricci replied she feels they are two different issues with non compliance being <br />one issue and nonresident accessibility to all facilities being the other. Mr. Sweeney indicated he was surprised <br />the commission’s recommendation was off of the City Council agenda in December and not even placed on the <br />agenda in January. Ms. Ricci will inquire and forward her finding to all commission members. <br /> <br />
