<br />. <br /> <br />-3- <br /> <br />. <br /> <br />Plan Commission Minutes <br />February 27, 1985 <br /> <br />It was explained by Mr. Goldman that the City Council had several options before <br />it, when the Plan Commission made a recommendation. If the Commissioner dealt <br />with the entire tract in their recommendation there no matter how the City <br />Council acted, the, record would show that the Commission considered the whole <br />tract. Then a rezoning request for another part of the tract, would ever be made, <br />it would not have to come before the Plan Commission again. This would <br />streamline the process for future applicants interested in the tract. <br /> <br />David Douglass asked Mr. Jammer if he had spoken to anyone in the archdioceses <br />about rezoning the property. He had not, Mr. Jammer said, but the archdioceses <br />understood the tract needed rezoning. Mr. Jammer was then asked by Mr. Douglass <br />if he was under any time limits in his contact. Mr. Jammer replied that he was, <br />but he had plenty of time left. <br /> <br />Pat McCauley noted there were few uses the archdioceses could expect to go <br />into that tract with its current "PA" designation. He felt that "P-RO" was <br />a good designation. He felt "GC" was the wrong category for the tract as <br />there was a considerable amount of general commercial uses along Olive which <br />should not go into a side street such as Pennsylvania. He then moved that <br />the Plan Commission recommend rezoning the entire tract of Mercy High School <br />and convent not including the Fire Department nor the houses on Vernon to <br />"P-RO" and that the archdioceses be given a chance to react to that <br />recommendation. <br /> <br />Chairman Hamilton asked if there was a second for that motion. City Manager <br />Frank Ollendorff asked if he would say a few words. He wanted to include the <br />fire house in the rezoning recommendation. Under the "P-RO" zone, the City <br />could continue to use the fire house property indefinitely as a nonconforming <br />use. He noted that currently it is used as a storage facility, not an active <br />fire station. As long as a change was being recommended, Mr. Ollendorff <br />said the fire station property should be included in case the City ever <br />wanted to sell the property. <br /> <br />Chairman Hamilton asked if anyone wanted to second Pat McCauley's original <br />motion. Michael Kennedy seconded the motion. Then Chairman Hamilton asked <br />members of the Commission if anyone wanted to amend Pat McCauley's motion. <br />Tim Rice proposed to amend Pat McCauley's motion to include rezoning of the <br />fire house. Mary Schuman seconded the motion. <br /> <br />During discussion on the amendment, David Douglass asked who owned the fire- <br />house. Mr. Ollendorff replied that City did. Pat McCauley wondered if the <br />fire house building could be considered historic. Chairman Hamilton stated that <br />to his knowledge there were no historic features with the building. <br />Mr. Ollendorff said Council action would still be required for any use going <br />into the fire house property. <br /> <br />A vote was then taken on the amendment which passed 6-1. Another vote was <br />needed on the full amended motion which was to recommend rezoning of the tract <br />including the fire house, Mercy Convent and Mercy High School to "P-RO" and <br />also that the archdioceses be advised of the proposed change prior to <br />consideration by the Council. <br />
