He <br />explained that one was located at 4760 Westminister Place in the Central West End <br />of St. Louis, and the other was at the corner of Thekla and Emerson Avenues in <br />north St. Louis. In both instances Mr. Jammer noted that the buildings blended <br />into the surrounding neighborhood. <br /> <br />Mary Schuman asked if Mr. Jammer's firm was not for profit. Mr. Jammer said <br />his organization was for profit. <br /> <br />Another question was raised by David Douglass as to whether extensive remodeling <br />needed to be done. Mr. Jammer replied that he did not think extensive remodeling <br />was needed, however, he would have to meet local, state, and federal licensing <br />requirements, as well as, University City and st. Louis County code requirements. <br />He further noted that the third floor was unfinished and would be sealed off. <br /> <br />Mr. Goldman addressed the question of rezoning saying that he was more concerned <br />with the overall use of the tract than specific proposal before the Commission. <br />As the rezoning was proposed, Mr. Jammer's request could be seen as spot zoning. <br />He thought that the Planned-Residential Office (P-RO) zoning district was more <br />appropriate simply because it was more restrictive on the use of t~e land. He <br />reminded the Commission that they were rezoning land, not just accommodating a <br />particular use and that the "GC" zone permitted uses that the Commission might <br />not want at this particular location. The nursing home could go into either <br />the "GC" or "P-RO" district. Another point raised by Mr. Goldman was whether <br />the Commission was wise in dealing with a small portion of the tract without <br />having some knowledge or control over the whole tract. He felt the Commission <br />should deal with the whole tract. Such a move, he noted, would be consistent <br />with actions taken on the Ward Building and Hanley Junior High School. In addition <br />with the way the lots were divided, it could not be discerned if the proposed <br />lot division would meet the zoning requirement. <br /> <br />Michael Kennedy arrived at 7:50 p.m. <br /> <br />Mr. Jammer wanted to know if having the site rezoned to "P-RO" would affect his <br />proposal, as he had applied for a change to "GC". Mr. Goldman reassured him <br />that the "P-RO" zone would not affect his proposed use. The zoning change to <br />"P-RO" would require Mr. Jammer to go through a public hearing step which -would <br />take slightly longer, as well as, people in the surrounding area some of which <br />allow people in the surrounding area some of which may have reservations about <br />the use to comment. <br /> <br />Chairman Hamilton wanted to know if the archdioceses had been informed of the <br />Plan Commission meeting. Since the meeting was for recommendations and not a <br />public hearing, Mr. Goldman said, the archdioceses had not been informed. <br /> <br />Pat McCauley said that although he was disturbed that the archdioceses had not <br />been informed of the meeting, he did not imagine they would object to the <br />rezoning. The land would be easier to se~l than if it remained zoned for <br />public activity. <br />
