<br />. . <br /> <br />Plan Commission Minutes Page 2 <br />June 26, 1985 <br /> <br />CONDITIONAL USE APPLICATION: 1004 PENNSYLVANIA K.F.J. MANOR. <br />INCORPORATED <br /> <br />Mr. Willie W. Jammer, President of K.F.J. Manor, Incorporated, stated <br />that their organization applied for a Conditional Use Permit in order <br />to operate a residential care facility at 1004 Pennsylvania. As a part <br />of his presentation he asked if he could submit a site plan that he had <br />revised this date. Mr. Hamilton polled the members and since there <br />were no objections he informed Mr. Jammer that they would accept the <br />revised plan as a part of the application. Mr. Jammer proceeded with <br />his presentation stating that since he had submitted the conditional <br />use application he had given the location of the proposed parking lot <br />additional consideration and felt that it would better serve their <br />needs if they located it on the south side of the structure with the <br />entrance from Pennsylvania instead of on the north side with the <br />entrance from the circular driveway and Olive Boulevard. He explained <br />that he had also tried to address some of the concerns expressed in the <br />staff analysis regarding loading areas, service areas and the location <br />of the refuse storage area. Mr. Jammer noted that he had not shown any <br />screening or buffering, but he is willing to install these items in a <br />manner that will satisfy the City's requirements. <br /> <br />After a brief discussion Mr. Douglass made a motion that the Commission <br />recommend approval of the application with the following conditions: <br /> <br />1. that hedges are planted to the south of the parking area; and <br />2. the dumpster shall be adequately screened from Olive. <br /> <br />Mr. Washington seconded the motion. <br /> <br />Mr. Hamilton asked if there were any further questions or comments. <br />Mr. Rice questioned the requirement of screening the parking lot only <br />on the south side, stating that he felt it should also be screened on <br />the west side so that it would be less visible from Pennsylvania <br />Avenue. He then made a motion to amend the motion to include screening <br />the parking lot on the west side in some appropriate manner so that the <br />parking will be less visible from Pennsylvania. Mr. Douglass seconded <br />the motion which passed by a vote of 4-0 with Mr. Hamilton abstaining. <br /> <br />Mr. Rice moved that the motion be amended, and the Commission <br />recommended approval of the application and site plan (as revised June <br />26, 1985) with the following conditions: <br /> <br />1. A plan showing the layout of the parking lot and service areas, and <br />which indicates the screening on the south and west sides of the lot <br />and the screening of the dumpster area must be submitted to the <br />Director of Planning for approval. <br />
